Sutter's Mill became a flour mill before becoming a munitions plant during World War I; its operations stopped after the war because of wartime restrictions on munitions production. After the war, Sutter's Mill reverted to its original purpose as a flour mill until it closed in 1978 when it merged with Superior Flour Mills to form Coulter Textile & Mfg., Incorporated (CTM).
