Through donations and fundraisers organized by civic groups such as the YMCA or Rotary Club, individuals could purchase weapons from government surplus stocks or find secondhand firearms at local flea markets or pawn shops across town. Chico, California is a historic town in southern California. The town was founded in 1868 by James W. Brooke and named for the then-mighty Chihuahua state animal. It has since grown to be one of the most populous cities in the United States, with a population of over 1 million as of 2019. The first European settlers in what is now Chico were Spanish soldiers who arrived on ships from Mexico City on October 11, 1769. A small group of Franciscans also set up camp near present-day Chico in 1770. By 1800, however, only a few hundred people lived in central and eastern San Diego County, while most residents lived along the coast or around Mission San Diego de Alcalá (founded in 1769). In 1868, Mexican immigrants founded the city of Chico on land that had been used for ranching and farming since Rancho Santa Fe was granted to José Joaquín De la Vega in 1821. At first called simply "Chiño," the name was changed to "Chico" by an act of Assembly on February 8th, 1870 due to opposition from several towns located near Alameda (now Oakland) that were eager to claim the honorific status quo antecedent to their own growth and development. As early as 1867, efforts were being made at both state and federal levels to provide funds for local improvements such as schools and water systems promised under Presidents Andrew Johnson’s Reconstruction Plan following America’s Civil War.
