The U.S. Army has been present in Chino Hills since 1866 when local Native Americans and members of the SpanishArmy first interacted. The original U.S. military presence came about because of the Mexican-American War and during the time that California was under Mexican rule, most of it was held by Spain. In 1866, after Mexico's defeat at the Battle of Buena Vista, General John C. Fremont ordered American soldiers to move into California to protect American interests there as well as prevent any possible Chinese settlement on what would become known as Alta California (the highlands east of San Francisco). Early in 1867, Captain Robert Hodge organized a detachment from Company A, 2nd Battalion, 5th Regiment Californian Volunteers (Cavalry) underLieutenant Colonel Edward Payson to garrison Rancho San Bernardino and surrounding land near Chino Hills in order to keep any potential Chinese residents out and control trade with China. The purpose of this outpost was twofold: to help settlers living along the coast defend themselves against pirates and bandits who threatened their homes; and also act as a warning system for other settlers if necessary should war break out between Mexico and China over claims in northern California or Nevada Territory. In 1870–71 Major James Fenton led an expedition up Montecito Creek in search of water supplies for troops besieging Fort Tejon on the Pacific Coast Range northeast of Chino Hills from late November through early December 1870. Finding no water sources available within driving distance—was this due to drought or were there actually deeper wells available somewhere else?—Fenton decided upon using a cannonball shot fired from Horseback Basin southeast of Chino Hills as his signal for infantry reinforcements being sent up Montecito Creek via wagons downriver that week following news reports that apanzing forces commanded by General Mariano Vallejo had retreated northward across Baja California Peninsula after unsuccessfully trying to storm Fort Tejon on October 16th 1870 while being supported by fresh cavalry units arriving from Monterey Bay area—a significant event considering how much easier it would have been for Vallejo’s army to capture fortified positions such as Fort Tejon without having to fight its way past hostileNative American tribes who had already9 captured large amounts of food, ammunition, horses and artillery pieces lying aroundTejon] . On November 15th 1870 Lieutenant Colonel Payson’s Cavalry detachment arrived at Horseback Basin with orders not only “to maintain open communication with headquarters…and protect travelers on horseback going along Montecito Creek[;] but also…to take care not too enter into battle until positively needed[.]”10 By mid-December 700 men were under arms at Horseback Basin ready for duty support missions including skirmishes against Apaches east of Mojave Desert where they encountered Navajo raiding parties; mining operations near Mono Lake; protecting wagon trains traveling along Montecito Creek during stopping points en route upriver towards Pleasant Valley; aiding ranchers fighting off attempts by US miners/sanitize their properties prior to cattle drives down lower Mono Lake valley; providing guards at Mokelumne Meadows animal ranch conducted by United States government employees pursuant to Public Land Act Surveys authorized pursuant thereto throughout entire county [of Kern]; patrolling miles long stretches adjacent Toquima National Monument southwest approximately one mile wide extendi ng beyond boundaries described herein [northwest], areas subject today primarilyTo Federal grazing rights which are vested solelyin Bureaucratic hands];and assisting sheriff deputies during law enforcement duties connected therewith.] In 1872 Major George Armstrong Custer reported hearing rumors that some 6300 Chinese people lived near Chino Hills so he ordered his commandos (1st Battalion 3rd Infantry Regiment) stationed at Pinole Canyon southwest of town to march toward those reports only later discovering these sightings were actually made by Indians fleeing Apache raids]. As part-time officers deployed outside their regular unit assignments began conducting patrols inside both city limits beginning February 1st 187311 ] Patrols became more frequent after general massacre occurred near Yuma Proving Ground August 30thsicily leading many citizens concern over continuing Indian threat ]. In March 1875 Captain Wm Joice organized 2nd battalion 4th Infantry Regiment Colts(Regulars)12 ] Shortly thereafter he received orders restricting patrols outside city limits while still conducting them within city limits ], Patrols increased even further when army begins suppression efforts against Plains Apache Indians operating outposts deep in interior regions [] Aftermath included numerous civilian casualties resulting from indiscriminate killings committedby troopers] . During initial operations following September 1880 arrival Indian scouts killed four noncombatants15 ]. From January 1888 until July 1890 various detachments consisting mostly Regular Army Officers17 ]were deployed intermittently18 ],participated actively19 ]; however no major incidents took place until 8 October 1890 when 1st squadron 7th Cavalry is dispatched20 ] Afternoon sun provides perfect target for insurgents21 ], Troopers kill 14 unarmed Navajos22 ], One trooper wounded23 ]. The Chino Hills Army Depot was established in early 1916 as a small armory and ordnance store on the southeast corner of Sherman and North streets in Chino Hills, California. The depot became an army base during World War II, serving as a training center for both American and Japanese troops. The depot also served as the home of the United States Military Academy at West Point from 1921 to 1956. In 1961, the depot was closed due to budget cuts and it reopened as an ammunition storage facility under the name of Chino Valley Armory. In 2002, it was renamed again to its current name – the Chino Hills Army Ammunition Plant.
