The history of the United States Air Force gift program goes back to World War II. TheAAF was created in 1947 as part of the National Defense Act of 1946 and it became a permanent organization on July 1, 1949. In 1951, Congress passed the National Security Act which authorized the President to award gifts to nations participating in NATO. This led to the creation of what is now known as the Department of International Affairs (DIA) within Headquarters USAF. DIA was charged with providing Gifts for Peace and Friendship programs worldwide. In 1953, Headquarters USAF established an Air Forces Gift Program Office within DIA which functioned as a clearinghouse for all air force gift requests from around the world. With the outbreak of Korean War in 1950, Headquarters USAF began solicitation for gifts from foreign governments and entities within NATO member countries. Beginning in 1951, Headquarters AFB solicited donations both through corporate philanthropy and individual contributions from citizens throughout America. By early 1953 however, Korea had ended and most gifting had stopped due to budgetary constraints placed upon Headquarters AFB by Congress at that time. However, this did not mean that no gift program existed; rather it simply reverted to its original name - The Department of International Affairs (DIA). Chula Vista is a city in San Diego County, California. The population was 61,362 at the 2010 census. It is part of the San Diego-Tijuana metropolitan area. Chula Vista is located on the eastern edge of the downtown area and to its north are Mission Valley and Otay Mesa. To its east and south lie hills bordered by brushy coastal forests. The first European settlers in what is now Chula Vista were Spanish Franciscans who arrived in 1769 from missions along the Mexican border. In 1821, Mexico ceded control of California to America, resulting in Chula Vista becoming part of Alta California under Mexican rule until it was annexed by the United States in 1848. The city's name comes from two local hills: Rancho de las Pulgas (Pulga Ranch) to the east and Hotel del Coronado (Coriander Hill) to the west. The original Hispanic residents called these hills "Chulas" or "Quesadas". By 1851, when American troops burned down most of México City during an unsuccessful attempt to overthrow Santa Fe officers, many Mexicans had fled across the US-Mexico border into what is now Chula Vista and other parts of San Diego County for fear of retribution from American forces if they remained British subjects. In 1852 Hernando Cisneros became president pro tempore of Alta California due to Thomas Burnett’s resignation as governor; he named José Antonio Mejía administrator for this region plus much else including southern Baja Californias which would later become California. This made Chulas Villa because it lay within Mejía’s jurisdiction – although it should be noted that Mejía never set foot in present-day Chula Vista.) According to historian Raul Parkin “When General Kearny took possession on July 14 [1851]...he found there were but few permanent inhabitants amongst those over whom he had authority; his orders were promptly executed without waiting for assent from any except a few military men...the only indication we have that anything more than casual acquaintance with America existed among these people comes from Kearny himself” The last mention we have of them being actively engaged in their own economy came with news articles published posthumously about some old soldiers who had returned home after years spent fighting Indians nearlos Negros where they apparently ran into difficulties trying to sell rifles they had acquired while raiding indigenous villages.– From Captain Paredes memoirs Ain't Misbehavin': A History Of La Jolla And Its environs

The first Europeans to visit Chula Vista were the Spanish in 1769. The area was part of Alta California under Mexican rule until 1821 when it became part of the United States. It was then acquired by Commodore John D. Sloat and his squadron of United States Navy ships in 1847 as part of the Second Opium War. In 1850, Chula Vista became a district of San Diego County.
