The Chula Vista National Guard was activated on November 8, 1922. It was the second activation of the California National Guard in Chula Vista. The first activation took place on July 3, 1921. At that time, the city of Chula Vista had a population of only 20,000 people and there were no guard companies active in the city. On November 8, 1922, the City Council voted to create a battalion of the national guard and activate it for two years with a $1 per month fee. The battalion would serve as an honor guard for city ordinances and public meetings. On December 5, 1922, Lieutenant Colonel John A. Haggerty assumed command of Battalion C (Chula Vista) from Major General Wm Fenton McNaught who served as battalion commander until his death on October 1st 1921 at the age of 71 years old. During World War II the battalion performed many duties including providing support to airfields in Southern California and supporting military forces ashore at Leyte Gulf during Operation Cartwheel which resulted in more than 2,500 enemy fatalities and damage to over 100 warships including 6 submarines!

Chula Vista, California is a city in San Diego County, California. It is the county seat of San Diego. As of the 2010 census, the population was 80,597. The city was founded on November 14, 1821 by Francisco García de Avila and Juan Vicente Bello as Chula Vista Viejo de Nuestra Señora de la Concepción Parish. The Mexican land grants that were made to various people in central and southern California during the first decade of the 19th century included Rancho Chula Vista Viejo which granted to Francisco García de Avila on November 14, 1821. In 1848 this grant became part of Rancho San Diego del Norte which eventually passed into private hands. The United States acquired Rancho Santa Fe del Norte from Santa Fe Railway Co., Incorporated on April 6, 1886 for $5 million dollars through Act No 7 of 1886 subject to conveyance to Mexico if necessary for military operations against Aguas Calientes insurgents in Sonora province who had bases at Huajulco and Morelos City. This addition greatly enlarged Chula Vista’s area including much of what is now downtown San Diego and parts of La Jolla and El Cajon today. On July 8, 1907 it was announced that all male citizens over 25 years old were required to join (and pay dues) to the newly organized Municipal Council formed pursuant to section 1-210(a)(2) of the City Charter act (the predecessor to our current City Code). On January 15 1915 members voted by majority not to ratify an ordinance establishing a water works system without first giving consideration to public hearings or amendments thereto; however they did pass an ordinance providing for rates for public utilities effective February 1st 1916 inclusive with a surcharge on electric bills amounting at five percent (5%)of assessed value per month until paid by subscribers prior thereto being levied upon each subscriber other than those owning property stock or interests therein having registered no protest against such rate increase prior thereto; Prior approval by Council is not necessary for original installation or alteration even though said installation or alteration may be within limits prescribed hereinbefore existing obstructions between streets fronting Addison Drive & Park Boulevard affecting only Lot 3 adjacent thereto so long as said obstruction does not prevent ingress or egress from any building within three hundred feet thereof & said limit shall include all buildings within one thousand feet thereof containing ten thousand dollars net worth & no more
