Claremont, California is a city in southern California and the county seat of San Bernardino County. The population was 117,576 at the 2010 census. It is bordered by Riverside on the east, Ontario on the south, Orange County on the west, and Ventura County to the north. The first Europeans to visit what is now Claremont were members of an American party led by Captain John Crespi in 1769–70. They named their new location after Mount Claremont in Northern Italy because they had seen a map of that area which depicted a high mountain with a small town at its summit. In 1814, General Antonio Lopez de Santa Anna abandoned his army near Claremont and decided to move it downriver for fear of being cut off from supplies and reinforcements. The citizens of San Bernardino founded what became known as "The City". In 1881–82, Claremont was chosen as one of six cities in Southern California allowed to establish themselves without prior vote or approval from their respective counties. The Coast Guard's origins can be traced back to 1851, when the United States Congress passed an act establishing the United States Life-Saving Service (LSS), which was soon renamed the Coast Guard. In 1915, during World War I, the LSS assumed control of all maritime patrols off America's east coast. On January 1st 1977 CGRDs were abolished and their functions divided among several new operational commands including Maritime Security Command (MSC), National Marine Fisheries Service - NOAA ('NMFS'), Environmental Protection Agency ('EPA'), Customs Patrol Bureau ('CPB'), etc., each commanded by a commanding officer with responsibility for a single sector of ocean or coastline subject to his/her jurisdiction. Asbestos exposure awareness programs became mandatory aboard certain types of commercial vessels operating in U.S waters after 1989; however these programs did not begin until after President George H W Bush signed Executive Order 12423 on October 20th 1990 prohibiting common asbestos exposures from Federal facilities while they are being used for government purposes [1].
