Clayton, California is a city located in Kern County, California. The population was 31,811 at the 2010 census. Clayton is the county seat of Kern County. It is also the educational and business center for Kern County. The first settlers in what would become Clayton were Mayflower men John Jameson and George Hennepin on July 4, 1847. They named their land "Creek" because they thought it would be an ideal place to graze horses and haystack crops. A post office called Clayton was established in 1850, but no town was built until 1853 when Wm. Payson built a store on the east side of the creek which became known as "Payson's Post Office." In 1861, a school district was organized and named after Mrs. Hennepin (Mrs. Jarrell) based on her donation of land to that purpose. The first public school building was erected on East Market Street in 1865 by Drs. Augustus Burchard and Levi Coffin with financial assistance from Mrs . Hennepin and others including local citizen John Leland who donated $3000 towards its construction fund which still stands today as one of downtown Clayton's most notable landmarks! In 1870, Mr.. Fenton set up a tannery near present-day Highland Avenue/Hwy 99 south of town where he produced leather for shoes, saddles and other riding equipment until his death in 1895; then local resident Dora Parkinson took over operations until her own death in 1936). A cotton gin operated by David White between 1875-1885 along with other small businesses helped support early agricultural production though economic hard times during World War II; however all these enterprises closed down by 1945 due to anti-trust legislation passed by Congress! Every once in a while, an Air Force gift history will be published. The article will cover the origins and development of the USAF's air force gift program. It will also discuss how the program has evolved over time to meet the needs of USAF members and commanders. Air Force gifts have been a part of USAF culture for many years now. The first indication that something was different about Air Force gifts came in 1945 when General Curtis LeMay asked then-Chief of Staff George C. Marshall if he could find any way to provideforts for American servicemen who were fighting in World War II. Marshall replied with the following: "There is no reason why we cannot furnish our service personnel with appropriate items which would remind them that they are playing an important role in our defense." The United States Army had introduced a similar gift program called The Goody Bag Program prior to World War II, but it was not until after the war that other branches began using it as well. In 1949, Secretary of Defense Charles Egan authorized establishment of a special department within the Department of Defense named "The Air Forces Gift Bureau" to administer and promote Air Force gift programs throughout all military services. One major objective of this new bureau was to increase morale among service members by providing them with special items or tokens representing their unit or branch's success during wartime operations. Furthermore, this department was charged with developing policies and guidelines governing RAFGift operations so that they would be consistent throughout all military services. This effort led to the creation of RAFGift Rulebook (RFR), which became legally binding on December 1st, 1951 under then-Defense Secretary James Forrestal's leadership. With RFR in place, RAFGift became an independent Branch within DoD under the direction and control of Headquarters USAF . This change solidified RAFGift's status as an equal partner within DoD alongside other branches such as artillery and armor units . It wasn't until After Action Reports (AARs) began being generated from US wars from beginning to end that civilians started recognizing what RAFGift had done for countless servicemen during conflict . Beginning with AAR No 10-3 released on October 15th, 1973 titled "Operation Neptune Spear", everyone finally realized just how much RAFGift had contributed to America's postwar success . As Voluntary Service Units (VSUs) grew more popular due to their outreach capabilities during peacetime, troops wanted something ELSE than just cigarettes or candy bars when they received AFGCard presents - something personalized specifically for them! As VSUs grew more prevalent through out society there always seemed to be a need for some type of unique AFBGCard present - something USAF members could give back home simply by displaying it at their Unit Exchange Center (UEC). Some examples include: wings/flights/clubs/badges/hammocks etc... eventually these unique AFBGCards got too popular and were created into distinct AFBGCard Series like Distinguished Flying Crosses(DSC), Silver Star Medals(SSM), Legion d'honneur Medals(LHMs),etc... each one commemorating an individual member’s contributionquantity & quality wise unto The United States Armed Forces
