In 1896, whencityhood was granted to Clayton by Governor Hiram Johnson the merger resulted in city government sharing resources with its rural counterpart which would continue until 2007 when city council voted to disband its municipal division effective January 1st, 2008 due to financial difficulties that had arisen from increasedresidential development within its boundaries which had not been offset by corresponding growth for services such as public safety or infrastructure needs resulting from consolidation within other agencies including fire departments and libraries
