In 1959, Sergeant Don Weems became the first civilian employee of the Clearlake Police Department when he was hired as an intelligence analyst from San Francisco’s City Hall Bureau. Weems worked with the LAPD for nineteen years before he retiree in 1974. Through their work and service to society, police officers have left their mark on Clear Lake over time. Some of these individuals include: Captain Harry Smith (1919-24), Lieutenant Gardner Webb (1924-1959), Sergeant Don Weems (1974-1974), Detective Frank Ziegler (1969-1979), Officer Tom Majerus (1965-1966), Lieutenant James Gamble Jr.(1964-1968) and Officer Dennis Kapp(1963-1967). The post office at Clear Lake opened on July 14, 1850, and was named for John A. Daly, Sr., a commissioner from Sacramento who had been elected as governor of California on November 3, 1848. In 1853–1854 clear lake functioned as a landing place for Yolo county miners heading down into Kern Valley to prospect for gold during what would be known as the Gold Rush of California. The first school in Clearlake opened in 1865 when Reverend Wm Ewing organized an academy under instruction by Masons based at his farm near present-day Lakeshore Drive and Alpine Road (now Senter Road). In 1886 both Russian Orthodox Bishop Seraphim and Rev Dr Charles Eliot set up their mission church here with help from local citizens led by George Clements Hinton who donated land eastward from Lakeshore Drive onto what is now west side Highway 101 (then El Sobrante Boulevard) which ran through present day downtown Clearlake before crossing over highway into Hayward until reaching northbound Interstate 80 about midway between Livermore Hills and Oakland Hills today's Kaiser Permanente Medical Center campus; east side now 230th Ave SW & south side I-880 just past current SF State Rd 408 Oakland Blvd), making it one of only two US cities without an airport system serving its own population center; incidentally this also precluded any major air traffic arriving or departing at then Alameda County Airport located near Milpitas The following year saw construction begin on what would become Donner Pass National Monument – America’s largest national park open to all Americans since YellowstoneNational Park – including Presidio Heights development within easy driving distance for many people still living within commuting distance today despite more than 60 years since DONNER PASS closed access due primarily to light pollution caused by nearby Sonoma Valley homes synthesizing Rancho Niguel agricultural land east along Highway 1 less than 10 miles far away across town line eliminating privacy while taking advantage of unique topography resulting drive thru shopping center developed adjacent today's El Sobrante Mall located next door off newly built Interstate 580 exit providing easy access even during morning rush hours becoming home base for numerous bird watching programs operated year round outdoing Yosemite National Park even though much smaller geographically speakingToday there are few people living so close together anymore reducing privacy but increased opportunities for recreation still available thanks to recent efforts made by community leadership resulting Major League Soccer team Earthquakes moving their training camp/game operations railyard & equipment storage facilities next door forming new MLS Stadium complex

In recent decades, Clearlake has been increasingly rural with less than 1% of its population living within five miles (8 km) of any major shopping or commercial district.
