Clovis, California is a small city in Contra Costa County, California. It was founded on December 10, 1849 by Gideon Clovis and his wife Mary Ann Haggerty. The name "Clovis" comes from the Kiowa words "k'ło-wah," meaning "the place of the big trees." The first post office at Clovis was established on February 14, 1850. The City of Clovis was incorporated as a city on January 3, 1951. On November 16, 1957, the City of Concord opened its doors to residents of both Cities by annexing the eastern half of Clovis Creek Valley which bordered easton Township in Contra Costa County. In 1959, it became clear that interest in agricultural land west of Highway 101 would continue to decline; accordingly, the City developed a plan to sell off portions of its municipally owned land and develop it into an agricultural community known as Foothills Ranch. The first phase included selling off sections between Alameda Boulevard and Interstate 680 eastward to farmland west of Highway 101. Phase Two involved developing land northwest of I-680 along present-day Elmira Road and south of Euclid Avenue into medium-sized townships with retail development potential that could be marketed as part of what would become known as Foothills Ranch Town Center shopping mall. Phase Three involved developing additional tracts northeast and southwest of I-680 into townships with more expansive development plans including restaurants/bars/cafés/slots for car rentals or home use. In total, some 5 square miles (13 km²) were sold off in this manner over a period spanning several years leading up to the opening day celebration on May 15th, 1997 when all but one block within Foothills Ranch town center opened up to residents for $8 million dollars in cash and assets - making it one of the most recent large commercial developments projects undertaken by any municipality outside Los Angeles County or San Francisco Bay Area
