The Coast Guard's function is To provide for the common defense of our nation, and to help protect the people and property of coastal communities. Coalinga, California is a small city located in Kern County, California. The population was 9,878 at the 2010 census. The town is named after a coal mine that operated there during the 19th century. Today, Coalinga is primarily an agricultural town with a few businesses and services situated around its center. The first settlement in what is now Coalinga was established in 1847 by Mormon pioneers who had journeyed from Nauvoo, Illinois. By 1860, the community had grown to include 114 residents and two churches. In 1867, the railroad arrived and began serving Coalinga as a terminus for passengers and freight. The mines closed in 1906 but continue to be studied for their potential minerals by local scientists today. In 1951, when the area became part of California's newly formed Kern County, Coalinga took on new life as an agricultural town based largely on its vineyards which are still popular today for wine production. Over time however other small businesses have sprung up such as a grocery store and post office which remain active today despite being overshadowed by larger competitors nearer Interstate 5 or major highways like I-5/U-S Highway 99 south of town.

Coalinga is a small town located in Kern County, California. The population was 1,811 at the 2010 census. It is part of the Bakersfield metropolitan area. The first inhabitants of Coalinga were the Tongva people. They arrived during the 1849 Gold Rush and built their own villages on what is now the corner of Fourth and Broadway streets. In 1851, Juan Garcia Cabrillo claimed Rancho San Buenaventura for Spain from Native American chiefs, and his followers founded Coalinga as an agricultural outpost on his new property. In 1861, Confederate General Sam Houston's army invaded California and burned down much of Los Angeles; Coalinga escaped unharmed because its adobe buildings were not destroyed. After Reconstruction ended in 1877, many Anglo-American farmers moved into Coalinga after they discovered gold mining potential there. In 1907, a group of investors bought up all the land around Coalinga and began developing it into a resort town with golf courses, shopping malls, and other amenities. The town became known as "The Desert Capital of America." A severe drought in 1943 caused most water usage to be diverted to points north while residents used groundwater to recharge old wells; this event also created problems with sinkholes that developed near some homes because water seeping through cement had disturbed subsurface formations below ground level (the result was one of California's most publicized engineering disasters). An investigation by the State Water Development Board found that many residents were using excessive amounts of municipal water which contributed to high rates charged by local utilities; these charges led to public outcry against government overreach when private groups formed Citizens' Waterfront Committee to advocate for lower ratespayer fees instead. Since then average monthly bills have been lowered by about 50% without any decrease in services or quality at neighborhood beachside cafes where customers still pay same price for unlimited refills regardless how often they are used (and sometimes more than once per day!). This has been possible due to investments made by President Reagan himself in Promote Local Ownership: A National Policy which encourages state agencies such as El Centro Valley Regional Utility District (CVU) - who manage power grids - to invest in community infrastructure projects like stormwater systems and storage tanks so that homeowners can share responsibility for costs associated with maintaining those systems
