The California National Guard was organized on December 6, 1851 as the 1st Regiment of Volunteer Infantry. The regiment was mustered into service on January 8, 1852 at Stockton. The regiment served in the Mexican-American War (1846-48) and in the American Civil War (1861-65). The regiment fought in engagements at Gaines’ Mill, Provo Canyon, and Battle of La Porte. On October 17, 1865, the 1st Regiment of Volunteer Infantry disbanded at Stockton. The men were reorganized as the 3d Battalion California National Guard on November 10, 1865 at San Francisco. On May 9, 1866 they were again reorganized as the 4th Battalion California National Guard and placed under command of Captain John Hurlbut. They served until 1872 when they were disbanded again at San Francisco. In 1916 Major General Julius Howe activated the regiment for World War I which served in France from April to November 1916. After being demobilized at home in early 1917 he returned to active duty with Headquarters Company Texas Division soldiering in Belgium before returning stateside where he relieved General Edmund Kirby Smith as Commandant United States Military Academy May 15-June 7 1919 He later relinquished his commission to become an instructor there From 1922 until his retirement from active duty June 30th 1951 MajGen Julius Howe died on this date after a long battle with leukemia

Coalinga is a small town in Kern County, California, United States. The population was 917 at the 2010 census. It is located within the Bakersfield–Porterville metropolitan area. The first permanent settlement in Coalinga was made on what is now the eastern edge of town by prospectors who discovered rich coal seams in 1875. In 1886, George Sneath started an oil refinery and marketed Coalinga's oil as a source of healthful cooking oils for household use. In 1904, the first gasoline station was built in Coalinga and service began to grow rapidly; by 1910, there were six stations operating around the town. In 1925, John Fenton began marketing pails of water from his well just south of town while property owners drilled more wells to bring additional water available for customers. By 1933, alluvial fans had been installed on both sides of the Kern River to remove excess sand and gravel which had accumulate over time along its course through Coalinga and nearby towns. When it became known that major floods could occur any time during certain months due to heavy rains runoff from mountains near downtown Bakersfield (the "mountain wave"), business owners quickly construction ditches to divert water away from populated areas until later that year when flood restrictions were lifted so people could return home. Over time much progress has been made with regard to infrastructure such as roads and schools while also reducing environmental impact resultant from tourism which often coincides with economic development opportunities within minutes' walk of most businesses in downtown Coalinga today

The history of the national guard flag began in 1868 when President Andrew Johnson ordered the United States Army to create a standard flag design with three red stripes running down each side and white stars in the center. The first flags were made out of cloth and canvas and took days to lay out correctly. However, since these flags were meant as temporary symbols only, not as part of an official military organization, they did not stay in use very long. In 1926, the National Guard Flag Act was passed which allowed for the purchase and sale of patriotic flags that could be flown from public buildings or used by state militias within their states. At this time, it was also decided that all military units should display at least one banner displaying either green (for infantry) or blue (for cavalry) on their chests as part of their uniforms. This act also established regulations for how far away from home each unit could fly its banner without breaking federal law. Since then, various amendments have been made to the National Guard Flag Act which have gradually expanded its usage within the military and beyond just state militias. In 1990, Congress passed a bill authorizing the president to issue guidelines governing how NGFs may be displayed at Armed Forces Day events or World War II Victory Day ceremonies nationwide. Since then, every year around July 4th or 5th major U.S.-based celebrations have included displays of NGFs throughout America’s capitol cities and suburbs alike- proving once again that patriotism is alive and well among our armed forces!

In 1851, mining began at Coalinga and soon after, the town developed as a busy mining center. The town was named after George Fenton, one of the founders of the San Francisco Bay Company. The post office was first established in 1853 and operated until 1906. The primary industry that now employs Coalinga residents is agriculture. There are also a few small businesses located in the community and it is home to a few schools including Coalinga High School which opened in 1957. The economy of Coalinga has diversified over time with some heavy reliance on agriculture but recent growth has been driven by tourism which accounts for about 60% of the local economy today. As far as transportation goes, there are two main routes that run through Coalinga- one runs northbound from Oakland and then takes Highway 101 south to Stockton before returning north again; while another route runs eastbound from Sacramento via Highway 805 and Highway 509 before terminating near Palmdale. From both directions there are numerous buses that service various parts of Northern California including Los Angeles County; however, bus service is not always available when needed or desired due to tight schedules or other events happening in nearby towns or cities during those times.
