By 1860, the population of Colton had grown to 653 residents. In 1870, the town had a school and a Methodist church. On January 1, 1875, Colton incorporated as a city. In 1893-94, the town built its first fire hall and library. In 1910-11, the city annexed part of neighboring Pescadero Hills and in 1912 it annexed part of Redwood City.
