Concord, California is a city in Contra Costa County, California. The population was 58,433 at the 2010 census. It is the second-largest city in Contra Costa County after Oakland and the largest city east of the San Francisco Bay Area. However, during World War II, Concord became home to numerous United States military personnel stationed here including General George Smedley Butler who served as Commanding Officer of First Marine Division during Okinawa Campaign . After hostilities ended in 1945, many residents returned home with new ideas about how to use this large undeveloped piece of ground they had just liberated from Japan - including starting what would eventually be called "the rebirth" of downtown Concordia mall (now part of One America Plaza). Despite initial plans for heavy development around downtown Concordia mall instead), growth stalled until 1990 when more than $100 million worth of housing projects were approved within town limits – creating what is now known as "collaborative gentrification". By 2000–2001 alone there had been over 100 new businesses opening up shop in downtown Concordia – putting much needed life back into what had once been a sleepy agricultural community deep inside Contra Costa County’s rural interior
