In 1824, Jose Maria Costa was the first European to reside in what is now Costa Mesa. The costa mesa area was part of Rancho San Diego de Anza. In 1849, the land that includes present-day Costa Mesa and much oflatimesincorporated as Aliso Viejo County. In 1888, voters approved a resolution creating an incorporated town in eastern Covina (later Huntington Beach) with a population of only 50 people. The new town had no mayor or council and relied on the judgment of individual residents to make decisions. This arrangement lasted until 1923 when Covina incorporated as a city under the name of Costa Mesa.
