In 1769, Captain George Vancouver explored the coast of present-day California from Point Conception to San Diego Bay when he was exploring the new world for Spain. He named the area after Telega de la Costa Maya, meaning "the cape of good fishing." In 1821, José Joaquín Moraga discovered oil reserves in what is now Costa Mesa. Oil production began in this area in 1906 and continued until1966 when production stopped because of high costs associated with extracting oil from shale formations nearby. Today there are few active industries in Costa Mesa but that doesn't mean it isn't vibrant or popular with residents and visitors alike! The city offers plenty of activities such as festivals, art galleries, shopping malls, restaurants, nightlife venues (including several clubs each offering their own atmosphere), beaches accessable by public transportation or by driving/taking a car tour around them (many located on Pacific Coast Highway),and much more!

The City of Costa Mesa, California was founded on December 12, 1887 by James Irvine and his wife Lupe. The original name for the city was simply "Costa Mesa". The City's current name is a tribute to James Irvine's father-in-law, William Randolph Hearst. The first mayor of Costa Mesa was James Fenton who served from 1888 to 1893. From 1903 until 1912 the office of mayor was held by H.L. Mencken. In 1922 the city became an incorporated town with a Mayor form and four Council members elected at large from single districts. In 1954 the Council changed to a three-member unicameral system with staggered terms so that all residents have an equal say in government affairs
The area now known as Costa Mesa was first settled by the Ohlone in the late 18th century. The first European to settle in what is now Costa Mesa was Spanish explorer Juan Rodríguez Cabrillo, who landed on Christmas Island on December 25, 1542. He and his men were seeking a passage to Asia through the Pacific Ocean. A year later, Cabrillo's ship San Salvador met with a group of Native Americans at Point Conception (now Newport Beach). The Native Americans helped Cabrillo find his way back home and gave him information about where he could find treasure. Soon after, other Spanish sailors started landing on the island to trade goods with the natives. In 1769, Ventura County was created from parts of Santa Clara and San Bernardino counties. In 1802, Alvarado opened up Rancho Rincon del Diablo near present-day Claremont Boulevard and Topanga Canyon Boulevard in what is now south of Irvine. This ranch became one of Southern California's largest landholders and cattle ranchers until it was sold off in 1918 to Edwin Bogue for $2 million. During World War II, Bogue used portions of Rancho Rincon del Diablo for military purposes; however, most of it reverted back to public ownership after the war ended. In 1948, actor Edward Gwynne bought part of Rancho Rincon del Diablo from Bogue for $5 million; Gwynne renamed it South Coast Productions company Inc.. The company produced television programs such as "The Beverly Hillbillies" and "All That Glitters". Costa Mesa began its current form as a city on April 1, 1959 when former City Councilmember Harry Srouji proposed that an ordinance be passed setting forth municipal boundaries within which residents would have their voice heard when developing new Municipal Code sections or altering existing ones. At that time there were no incorporated municipalities located within Orange County boundary lines; all towns within Orange County had been granted charter status by then-County Administrator James Jaffe under state law without having any elected officials representing them at local level
