Covina was incorporated as a city on February 15, 1911 and it became an unincorporated community on December 12 of that year. The name "Covina" appears to have been chosen by General James Halleck when he visited the area in 1874 while commandeering supplies for his Mexican forces during their campaigns against Santa Anita racetracks and other opponents of American expansionism. In 1875 Halleck named the village after himself, Commodore Stephen Fenton Cavallero who had distinguished himself as an Admiral in Mexican service during the Californio War (1846-48). As Covina developed with few residents and businesses until about 1910-1920 because most people worked in nearby cities or outside of San Bernardino County, many evidence points towards this being one reason for why no one ever discovered any Indian graves near Covina until after World War II.
