Development began around 1910 after many companies bought land near Century Boulevard and Western Avenue to build new cities. The San Gabriel Valley became an official city on December 5, 1913 with a vote by the voters of both valleys combined. In 1924, Culver City annexed Monrovia which had been part of El Monte since 1912 and it became its own city on July 1, 1929 with a vote by the voters of both valleys combined. In 1932, Culver City annexed Van Nuys which had been part of North Hollywood since 1911 and it became its own city on January 1, 1933 with a vote by the voters of both valleys combined. On November 8, 1938 La Brea Tar Pits were discovered when engineers testing buried oil tanks found gas accumulation measuring over . On February 12, 1941 Beverly Hills withdrew from annexation because it felt that it would have forced La Brea Tar Pits out into downtown Beverly Hills where they could be seen from Interstate 10 and interfered with development there. The original townsite consisted of only two streets: Western Avenue (now Congress Street) extending north from Pasadena Boulevard east to Miracle Mile; and Miracle Mile extended east from Western Avenue south to Newport Boulevard (now Lankershim Boulevard). A second townsite was located at Deer Park Road between Lankershim Boulevard and Ventura Boulevard; this site has since been filled in as development increased along Deer Park Road corridor including much residential construction over time including several high-rise buildings still standing today including Warner Bros., Universal Studios Hollywood and MGM studios

It is located on the East Side of Los Angeles County, bordered by Pasadena to the south and east, Culver City to the north and west, and Sherman Oaks to the northwest. It is one of the most ethnically diverse cities in North America with a sizable Mexican population as well as Asians and African Americans. The first European settlers in Culver City were Spanish people from Southern California who landed in 1795 on what is now Site F-1 of Rancho Palos Verdes Estates. They built their homes near present day Pico Boulevard and Sylmar Avenue. On November 1st 1846 John Sutter founded Campo de la Salle about four miles (6 km) northeast of Culver City oneland known then as Rancho San Vicente de Bolsa which he named after his father Saint Vincent Ferrer whose feast day was that same year. The site became part of what is now Los Angeles County when it was created from parts of Orange County on August 12th 1850. In 1853 two brothers by the name of Hendricks journeyed down La Brea Canyon from Santa Monica into Los Angeles County for horse trading purposes and found an area now bounded by La Brea Ave., Western Ave., 2nd St./Metro Park Dr., 4th St./Pasadena Blvd.. They called this tract "Las Iglesias" or "The Churches". Their plan for a townsite included: A plaza with a green lawn where residents could gather to trade goods; streets leading off this plaza into residential districts; public buildings including churches, schools and jail;FEEDSTABLE WITH CHOICE OF FROM 6 TO 10 HORSES CHARGED PER PERSON FOR EACH DAY; A CREEKFRONT GIRLHOUSE OR ANNUAL BATTERY RACE WOULD BE HELD ON THE LAST SUNDAY IN APRIL AT RANDOM LOCATED NEARBY; A PINTO ROAD WOULD BE CREATED TO CONNECTION WITH THIS GIRLHOOD AND ACCESSIBLE FROM THE PLAZA."
