The Guard provides law enforcement and military support to local police forces in the United States. In 1916, Congress created the Department of War's National Military Service Board to manage the National Guard Bureau. On November 16, 1931, President Franklin D. Roosevelt signed into law the Missouri Compromise Act which allowed Governors of states bordering with Mexico to call up citizen militia units from those states in order to help suppress Mexican civil unrest at that time known as the 1930s Border Crisis. On September 11th, 1941, President Franklin D. Roosevelt ordered all American soldiers serving in World War II (code named "Operation Overlord") home on Veterans' Day so that they could be deployed in defense of America against Nazi Germany instead. This action made the National Guard one of only two branches of U.S. government not subject to mobilization during wartime (the other being Treasury). After war ended in 1945, most Guardsmen returned home but some remained stationed abroad until 1947 when they were re-raised as an active duty branch of national service under Title 10 U.S Code Section 104(a) called "the Reserve Officers Training Corps." Finally effective October 17th 1977 as Public Law 95-418 publicalized by Acts Of The Senate And House Of Representatives No 2d Session 77-811A these Reserve Officers Training Corps were renamed "National Guard" under Title 10 USC § 103b et seq... thus fulfilling President George H W Bush's goal for each state To Have at Least One Hundred Active Duty Mosquito Control Troops By 1990!
