The first U.S. Coast Guard cutter, called Constitution, was built in 1915 by order of President Woodrow Wilson as a way to deter piracy and piracy off the coast of California. In 1951, General George C. Marshall created an organization called the National Aeronautics and Space Administration (NASA) which would oversee all aspects of space exploration and protection from extraterrestrial life.
