The department was formed on July 1, 1916 when Cypress City Council voted to create a police force to deal with the increasing crime rates in the city. The Cypress Police Department's first officer was Tom Doherty. In 1917, Officer Doherty was joined by William Hickey as the first full-time patrolman for the department. In 1919, Officer Doherty and Sergeant Harry McCarthy were both killed during an investigation into a prostitution ring. The Cypress Police Department's first cruiser was purchased from Los Angeles Police Department in 1927. In 1951, Officer Bob Cramer became the department's first African American officer when he accepted a position as a patrolman. That same year, Captain James Matson retired from service and was replaced by Captain Don Madsen. In 1957, Chief Raymond Kapp made history when he became the first African American to serve as head of the Cypress Police Department. From then until 1978, Captain Don Madsen served as acting chief until his retirement effective December 30th of that year. Captain Don Madsen is responsible for building up one of Southern California's most successful law enforcement organizations and has been credited with restructuring policing practices within the department while also developing innovative methods such as computerized data analysis which have led to numerous arrests and prosecutions throughout his tenure with CYPESD."

Cypress is located in the San Joaquin Valley of California, about 60 miles from Fresno. Cypress was founded in 1879 by James G. Watt as a small town named Cottonwood on the banks of the Susana River. In 1906, Cypress became a city and has since grown to be one of the largest cities in Northern California with a population of over 300,000 people. The city is home to major metropolitan areas including Stockton and Sacramento. Cypress is also known for its beautiful parks and canals which provide excellent access to nature. The history of Cypress began with two men who were looking for land to build their own house: James G. Watt and his son-in-law George Waddell Watt. The Watt brothers acquired 3,000 acres (1 km2) of land east of Cottonwood Creek in 1879, which they used for farming until they sold it to John Sutter in 1885 for $5 million dollars ($113 million today). In 1906, when City Manager Harry Fenton designated an area around downtown as the "Cypress Green", Mayor Willis Larkin proclaimed that "this new municipal center will become an evergreen physical symbol of our progress." In 1916, after World War I ended and America entered into Prohibition, Governor Hiram Johnson approved the purchase by Southern Pacific Railroad Company of 2 blocks north of Central Avenue from United Reporting Company for $8 million dollars ($248 million today). This created what is now called Federal Way Park across from Interstate 5 near Southpoint Mall. The first buildings appeared on Federal Way south side between First Street and Washington Street just east of Central Avenue in 1917; these were built by Cement Mfg & Construction Co., Incorporated under contract with Southern Pacific Railroad company at a costumed entity called "The Railway Workers' Union". On November 15th 1918 local voters passed an ordinance vesting power unto Municipal Court Reserved Lands within limits prescribed therein; this legal title later became known as Federal Way Park Reserve Association Limited Partnership Trusteeship Corporation hereafter more commonly known as Federal Way Park Authority Incorporated or simplyFederalway park authority trusteeship corporation among other terms hereinbefore mentioned (the organization having been organized December 1st 1919)). After years without any action being taken due to lack thereof or because there was no consensus on how it should be run (due largely to jurisdictional conflicts), City Manager Harry Fenton proposed creating a planning commission made up entirelyof residents appointed by him rather than elected officials such as mayors or councilmembers like those currently functioning within City Limits! A referendum was held on April 4th 1930 asking whether citizens would Like To Repeal Ordinance No: 6994 established By Mr H J McNulty As Mayor Of TheCity Of Cypress Governing Affairs Relative To The Use And Management OfThe Municipal Grounds Within District Wide" With Respect To Which A Plan Had Been Prescribed By Commission Said referendum yielded 67% YesVote while 33% No Vote! It wasn't until 1961 that Community Development Services Director emeritus Floyd Olsonson recommended setting up zoning regulations specificto office development within federal way park boundaries!!! So finally we have our current zoning system that dates back almost 50 years!!!!! Although not comprehensive nor error free it still allows plenty cf development possibilities especially given present day economic conditions
