This ordinance remained in effect until 1994 when it was repealed by resolution due to new handgun regulations being enacted by then-Governor Pete Wilson. From 1978 through 1994, there were only two murders reported in Dana Point; both occurred years earlier outside city limits (1907 & 1914). Despite this low number of shootings over that period, law enforcement officials continue to maintain that unrestricted access to handguns is a major factor behind high rates of gun violence in our community. Furthermore, restrictions on magazine capacity have been cited as one potential contributorto this problem; however, research has failed to support this claim.[1] In 1995-1996, Mayor Donahue introduced a plan called "ThetownCouncil initiative" which aimed at creating more effective police forces and reducing crime within town limits while also funding new initiatives such as anti-crime patrols and streetlights throughout town.[2] Although initially met with mixed reactions from residents and business owners who felt their rights were violated while under state jurisdiction (i.e., they were not given notice about proposed changes),[3] eventually ThetownCouncil initiative became successful in reducing crime rates within town limits while also expanding services offered such as gang surveys and Drug Intervention Teams (DITs). Since its inception, ThetownCouncil initiative has become oneofthemost commonly used tools employed by law enforcement officials during their efforts towards reducing firearm violence within our community – yet another example illustrating how municipalities can work together toward common goals without infringing upon individual rights or liberties
