In 1951 City Councilman Bob Woodruff became mayor after defeating incumbent Harry Bridges 3–1; at his inauguration ceremony he declared that "Downey will be America's first open air metropolis." This statement would prove false as Watts would become OpenAirCity status shortly thereafter On July 15, 1957 Mayor Woodruff dedicated what is now Pacific Coast Highway (PPH) within the boundaries of Downey by proclaiming a municipal park honoring pioneer mother Anna Bogan: "Anna Bogan Park - A Place For All Seasons" In 1963 Goldsboro native Clyde Tolson bought a large piece of land east of Interstate 5 near downwind from Huntington Beach and named it Tolson Ranch after his grandfather who had farmed there before coming to Southern California in 1903; this property would eventually become Disneyland . Other nearby landowners quickly followed suit with similar namesakes including Downtown Disney (. Today's City Hall building stands on part of one such parcel). One significant event that took place in Downey during this time was actress Elizabeth Taylor's engagement/marriage to Richard Burton on December 12, 1962; their wedding took place at Hollywood Forever Cemetery just south of PCH near where now sitsultimately apartments built for them along US-101 .
