Downey is a city in Los Angeles County, California, United States. The population was 929 at the 2010 census. It is the second most populous city in Los Angeles County after Carson City. Downey is part of the Pomona-Arden-Arcade Metropolitan Statistical Area. The first permanent settlement in what is now Downey was made on July 6, 1847 by Lt. Col. George Armstrong Cupp and his men when they discovered oil wells near present day Downey Ranch and property known as Rancho San Gabriel de Agua Dulce (now Hughes Ranch). The first post office in Downey was established on November 5, 1857. When Southern Pacific Railroad reached downtown Los Angeles from Pasadena on October 15, 1901, it became possible to reach all parts of Santa Monica Bay with ease by direct railway connections from both cities - Updating an earlier plan by engineer John Atherton that would have taken three days by boat acrossanchor piers at Long Beach and then continued travel via truck over inland roads to reach Santa Monica Boulevard in downtown Los Angeles; this allowed for the growth of Downtown LA which today includes much of Downtown LA's commercial district as well as down town areas bounded by First Street to the north and Third Street to the south west; Prior to this time Downtown LA consisted mostly of small residential districts east of Second Street between Flowery Branch Road and Western Avenue) With its rapid growth came increased traffic congestion on local streets which were often clogged up with automobiles going straight through intersections without slowing down or passing convoys or waiting for buses or other vehicles heading in their opposite direction; This caused many businessesowners to install signs prohibiting parking within a certain distance of their business entrances citing inconvenience rather than danger from speeding motorists who could easily block sidewalks or driveway entrances with impunity; In 1936 Dual Highway was built adjoining Interstate 5 providing a bypass route around downtown for cars traveling eastbound but also adding opportunities for people walking and biking which has resulted in some lovely open spaces near popular entertainment districts like Hollywood & Highland Center located just south of I-5 Exit 202A off Century Boulevard
