Downey is a city in Southern California, located on the eastern edge of San Fernando Valley. The population was 78,853 at the 2010 census. It is the second most populous city in Los Angeles County and the third most populous municipality in Orange County. The first Europeans to visit Downey were Spanish soldiers who landed there on July 20, 1769, during Captain Anglo's expedition from Mission San Fernando Rey de los Reyes (later Santa Ana) towards Monterey Peninsula. The town was founded by Juan Rodríguez Cabrillo and his men on November 7, 1777 as part of their exploration of southern California. In 1847, it became a town charter member of Los Angeles County with a population of 25 citizens. In 1922, Downey developed its own water system which municipally delivered water to residents through wells drilled into hillsides bordering the Los Angeles River watershed. With rapid growth in surrounding communities over the next few decades – including Hawthorne Heights and Carson City – Downey began providing services for other nearby municipalities as well. However, when all Orange County cities were combined into one local government underthen Mayor Richard Riordan in 2007 and then Proposition 13 passed that year making it an anti-municipalization measure – meaning cities could no longer provide services to their own residents except through special annexation procedures – Downey felt left out without any say in how these services would be delivered or funded. In retaliation for this lack of support from its larger sister city, mayor Rudy Giuliani created a "Downey Inc." business entity within City Hall which purported to represent all interests within the community including those of its residents but actually served only Riordan's interests (). This status quo continued until 2016 when Mayor Gil Cedillo formed an administration led by Deputy Mayor Carlos Gimenez that declared municipal assistance "unavailable" to Downeeys without representation from City Hall; an action later rescinded after public outcry (). Downey (formerly known as Redondo Beach) is a city located in southern California, on the Pacific Coast. The population was 97,811 at the 2010 census. It is one of two cities in Los Angeles County and has a sizable Samoan community. Downey was founded on March 15, 1884 by American mining engineer George Downey and his brother-in-law, Hiram Maxim. The name "Downey" comes from an Indian word meaning "the bottom of the sea." The first Europeans to visit what is now Downey were led by Spanish explorer Juan Rodríguez Cabrillo in 1542 during his venture across America's Southern Tier. He named it San Pedro de la Laguna after a small village near where he travelled. On July 6, 1884, American mining engineer George Downey purchased land from José Joaquín Cesar Abreu for $5 per acre from Isidro López de Salinas and other investors who had subscribed to his earlier failed gold discoveries along the coast of Mexico City. Downey was founded in 1887 by J. D. Downey and his brother, Amos. The downey family operated a general store for many years before moving to their present location on Depot Street in 1912. The Downeys were active in the local community and helped start the first high school and the first library in Downey. They also donated land for a new jail in 1927, which still stands today.
