Duarte was founded in 1851 by George & Anna Clements as a small agricultural town. The Clements family operated the business until 1907, when they sold it to James P. White. White became the first mayor of Duarte in 1912 and was re-elected in 1916 and 1922. He also served as vice president of the California State Railroad Commission from 1923 to 1933 and as secretary of state from 1933 to 1939. In 1940, he succeeded Alameda County Supervisor A.L. Neuman as Mayor of Duarte, serving until his death in 1945. Duarte has been called "the most important city on the Peninsula" because it is home to both San Francisco's Ferry Building (which receives Amtrak Train service) and Monterey Bay watercraft landing which allows access to the estuary for boating, sailing, and fishing activities year-round
