Duarte (Spanish: Dona Elena) is a city in the Mexican state of Baja California, located on the Pacific coast. The population was 1,515 as of 2015. There was no town or village established within this newly created municipality called Tijuana until 1847 when it was moved from its original location within San Diego County to its current location in Unincorporated Baja California proper six years later because of land grants made by Governor Pedro Funes y Arellano during his term as governor from 1846-1849. In 1911 Juan Ortiz founded El Cajon Progresista newspaper in Duarte which served as an early indication of cultural diversity existing among Mexican immigrants living along the US-Mexico border then known as “the Great American Divide” where Mexicans faced discrimination due to their ethnicity even though they were legal citizens of both countries. Duarte is a small town in the Kern County of California, United States. It was founded by Mexicans in 1848 as part of the Mexican land grant of Rancho San Antonio de la Alameda. The towns growth stopped after the American Civil War when most of the Mexicano population left for Mexico or other parts of Central America. A second group led by Juan Bautista Aguilar arrived on November 3rd 1775 from Monterrey with some supplies and encountered resistance from local residents led by Pedro Nieto who killed Aguilar before he could take possession of his goods. Upon arrival there were about 50 men seeking refuge among 300 strange natives called "Chumash" that had been living near Mission San Francisco del Vallejo since 1602 according to Spanish sources As early as 1776 missionaries had been active here preaching Christianity under the leaderships of Father Francisco Javier De Anza y Costilla whose letter dated May 22nd 1776 reports “In this place are many Chumash Indians; they have built themselves a chapel and it seems that they will soon send more priests” although no church was built until 1783 with help from José Joaquín Moraga while Mission Dolores became one dedicated to Our Lady Of Guadalupe on October 15th 1793 . After years of effort by Father Anzuelos, Fray García Hurtado erected a cross on December 12th 1800 atop a hill east side mission site then known as Cerro Gordo hillock located between present day streets First Street northwest corner Avenida Guerrero y Ramos Streets east side Second Street southwest corner avenues Agustín Guerra Streets southeast corner Coyote Hills Road today . By 1846 over 150 families lived here including about 60 Jesuits .
