El Cerrito is a small town located in Contra Costa County, California. The population of El Cerrito was 19,822 as of the 2010 census. The median household income for El Cerrito was $53,912 and the percentage of residents below the poverty line was 17%. The first European to visit what is now Contra Costa County was Gaspar de Portolà in November, 1769. He named it San Francisco de Asís after Saint Francis Xavier who had visited California in 1769. In 1821, Mission San José came into operation and approximately 2,000 people lived here including 140 young men from Alta California who were known as "the Forty-Eight." They founded a mission that still stands today as one of the most impressive examples of Mission architecture in Northern California. In 1847 El Cerrito became part of Ulysses S. Grant's new Mexican Territory which included parts of northern Contra Costa County. In 1850 it became an incorporated village when its citizens voted to incorporation by referendum on March 24th following passage of a state bill that granted voting rights to all towns with a population over 500 inhabitants within 10 years regardless of whether they had previously applied for or been granted municipal status by their county government. The first mayor was Wm Henshaw and his term lasted until 1865 when he was succeeded by Mayor George Pemberton Jr.. From 1870-1875 City Manager John Ahern served as interim head during regular mayoral absences due to illness or travel outside city limits; however this position expired on December 15th, 1875 when Ahern's successor William J. Richardson took office after being elected unanimously from the entire citys membership at an election held on January 3rd following Ahern's death two weeks earlier at age 72 years old after a long and successful career in public service throughout Contra Costa County with more than 30 years experience including five terms as Mayor (1911-1920) and three terms as City Manager (1920-1925). On July 1st 1907 El Cerrito voters passed an ordinance authorizing annexation by Antiochia Township effective October 1st according to then current zoning regulations which allowed only single family dwellings with no more than four bedrooms per home while excluding businesses or other structures larger than ten feet square whose addresses could be seen from one side only; less than one percent of all properties within the township were annexed resulting in a very low rate of growth despite attempts by local leaders to increase development without violating zoning regulations through developments such as Myer’s Corner grocery store which opened up north off I-580 between Castro Street and Fir Road in 1926 followed by several other commercial buildings largely unrelated to residential use until parking lots were platted adjacent to Home Depot across Interstate Highway 580 east Of Fourth Street beginning around 1990s developed area dubbed “Old Town” name given credit for many early successes such redevelopment such development started out much like started out some time ago back before certain individuals got interested in trying & succeeding various efforts made dubbing these various efforts various names prior thereto - truly this story has multiple endings
