El Cerrito is a small town in Contra Costa County, California. The population was 19,811 at the 2010 census. It is located on the eastern edge of San Francisco Bay and is adjacent to Fremont and Lawrence Livermore National Laboratory. The first Europeans to visit El Cerrito were Spanish missionaries in 1768. A mission founded by Franciscans in 1824 was destroyed by fire; then a mission founded by Mexicans in 1839 was also destroyed by fire. Jesuit missionaries arrived in 1797 and established a convent at what is now the University of California, Berkeley. In 1856, when California became a state, El Cerrito became part of Contra Costa County. In 1916, construction began on the first large-scale water pipeline in California: the Northern Pacific Railway's Central Valley Project (CVP). The project transported water from rivers near Sacramento to San Francisco via nine miles of Pipeline Extension Company trackway across El Cerritos hillsides. The CVP opened up vast areas of southern Contra Costa County for agricultural production and helped spur development around the city of Pleasanton and other nearby towns. The Comprehensive Plan for El Cerrito conformity with regional planning guidelines was adopted in 1978 and updated every five years thereafter until it was replaced in 2009 with an updated Master Planning Document that guides community development over time through Neighborhood Plans or "Vision Zones". A new Master Plan will be adopted as soon as practicable following results from two Community Engagement Processes which are being conducted currently throughout sidewalks within walking distance of all public facilities including City Hall Annexe - home to City Manager’s Office & Planning Department - Park District & Recreation Facilities - Library - Middle School & High School buildings totaling 151 acres bounded north/south by Federal Boulevard between MacArthur Boulevard / US 101 & Broadway Street eastwardly...the goal being to generate input into long range concepts that may include: affordable housing; retail strips; open space redevelopment; walkability features; bike paths/paths connecting amenities such as schools, transportation hubs etc.; Dog Park plans (if applicable)); light rail lines passing through or bordering on this enclave...A final report on these processes should be available prior to October 1st 2020

After the war, El Cerrito experienced another period of decline as many Italians left for other areas of California. In 1972, however, Mayor Arturo Bignone initiated a revitalization campaign which led to increased development in El Cerrito and its downtown area. Today, El Cerrito is one of California's most vibrant cities with an active nightlife and cultural scene.
