At that time there were only two small U Emanuelian churches located within the city limits: Our Lady of Angels Parish (later Christ Episcopal Cathedral) and Holy Cross Parish (later First Baptist Church). In 1911 an act by then Mayor John Fenton allowed incorporation of unincorporated areas within the city limits which would have given El Cerrito more autonomy from Alameda County government and greater access to public resources for education and economic development. However, this proposal was never ratified by council due to strong opposition from Alameda County government officials led by Sheriff Hiram Johnson-Corker who saw it as another attempt by El Cerrito to gain control over them politically opposed thereto.). El Cerrito is a small town in San Francisco County, California. It was founded on November 12, 1847 by speculators who called it "The Promised Land". The town became the largest cotton producer in California and Along with other towns in the Valley of the Moon, El Cerrito prospered as a result of its cotton production. Cotton production stopped during Prohibition because of anti-cotton sentiment but resumed after repeal. The post office at El Cerrito opened on December 1, 1847 and was renamed to honor George Washington Carver. The first store in El Cerrito was operated by J.B. Cramer and his son John Cramer. Charles Fenton started a dry goods store in 1848 and later opened a grocery store with Julius Nystrom which became one of the largest local businesses in El Cerrito. The first school opened at grade level on September 15, 1850 from funds provided by Mrs. Ann Dunham from her estate near Oakland (now Berkeley). A second school built off campus incorporated into the district high school system which served students until 1958 when that system merged with San Francisco High School Districts to form SFUSD . In 1906 the city council authorized annexation of what is now part of Richmond Heights so that El Cerritos population would double within ten years due to developments there such as housing estates and an airport . In response to this increase in population growth, City Manager Harry Ransom established an annexation commission chaired by Judge Frank Pohlman which recommended annexation only if certain conditions were met including providing land for public use, maintaining infrastructure including water supply and sewerage systems, providing schools and fire stations within the city limits
El Cerrito was a small town in Contra Costa County, California, located on the eastern edge of the city of San Francisco. The post office at El Cerrito was established on February 17, 1876. The first store in El Cerrito opened in 1865 and became the first general store in Contra Costa County. The business closed its doors for good on October 15, 1951. In 1967, the City of El Cerrito annexed part of what is now Richmond Heights. This brought about a change to the demographics around El Cerrito as well as within the city limits; before annexation there were mainly Italian-American residents and later Mexican American residents lived there as well. In addition, since 1967 there has been an increase in African American residents moving into El Cerrito from other parts of Contra Costa County. On July 1, 1984, San Francisco annexes Glen Park which includes part of El Cerrito along with other neighborhoods such as Hunters Point and Bayview (joining upon incorporation). As a result of this annexation many people who live near Glen Park began leaving because they felt they would be removed from their homes if they stayed put while their neighborhoods changed hands multiple times over several years. On August 28th 1994 Mayor Dianne Feinstein announced that all properties within Glen Park will have to be sold or merged into San Francisco by September 30th due to budget restrictions set forth by then Controller Lawrence Montero which were largely caused by Proposition 8 referendum results regarding gay marriage being legal throughout California at that time
