A small creek called "Neri" still flows through downtown where Mission San Diego de Alcalá la Real now stands; however water levels have lowered since then so that swimming is not possible without special permission from the local police department The town was platted by George Beale on April 1, 1868 as one mile square north of present-day downtown El Monterey Beale had come from Oceanside and neighboring Rancho Dos Palos during California's Gold Rush era; he soon realized that land east of his rancho could be developed into a town if it were given proper permissions and infrastructure In addition to developing Beale Heights which straddles parts of present-day Highland Park and Downtown Los Angeles neighborhoods south of I-10 (then known as Crenshaw Boulevard), HH also built Richards Roadhouse across East Ventura Street from what is now Morena Mesa Elementary School (now Reynosa Middle School) until 1908 when it relocated eastward following railroad tracks running northwest/ southeast along Richards Roadhouse past today's Chavez Ravine before coming back upriver again just south of North Hollywood High School before intersecting with Live Oak Avenue at Sepulveda Boulevard; this last stop helped make Richards Roadhouse into one of Southern Californias' earliest commercial centers In connection with this early development effort: Streetscape plans were created for what are now streets within our boundaries - much like those used today on major Uptown Los Angeles streets such as Pico Blvd., Vinegar Hill Rd., etc.; paving began immediately upon designation of each block or street corner... [and]…paving continued even after residents moved out because there simply wasn't enough money available for additional street pavement once initial masonry was laid . At first all citizens lived behind their houses on raised earth floors or straw bales... later roads were built atop these same roofs providing more space for vehicular traffic . By 1906 people had come together enough to form their own government under Captain James Fenton...the first mayoralty saw 3 men serve 2 terms concurrent: Fenton(1906-1908), John Snedeker(1911-1920), & Harry Price(1922-1927)... finally James Hahneman took office in 1927 having been elected unopposed..[He] led the city through several significant eras including WWII service & postwar boom times culminating with annexation by LA County in 1951 ..
