It is located on the Southern Pacific Railroad in San Bernardino County. The first permanent European settlement in what is now El Paso De Robles occurred when Juan Bautista Alvarado and his party of sixty-six men and boys set out from Santa Anita on July 12, 1876 for present day Chino Hills, California. They founded a Presidio known as Rancho La Tranquilo (later Rancho Viejo) which included land that would later become part of downtown El Paso De Robles. In 1899 a group of American soldiers under Colonel John Pemberton arrived at Fort Irwin and established Camp Roberts near the mouth of the Gabilan River to train Mexican troops for service in World War I. This period saw an influx of Anglo-Americans who vigorously traded goods with Mexican villagers along the riverbanks. A second wave of settlers arrived during World War II when U.S.-Mexican Joint Intelligence Committee operative Captain Harry Truman decided that having an open frontier was key to overall security in Southeast Asia so he shipped 500 tons of supplies and 300 workers overland from Los Angeles via Fresno to establish Menlo Park Air Force Base just northwest of town on February 19, 1945 which served as Headquarters for Army Forces Far East Area Command untilactivated on September 15th 1946 officially becoming El Paso Air National Guard Base #2 also known then as Menlo Park AFB #1 after General Claire Egan became Commander USAF AAF there during its activation days October 1st thru December 5th 1949 Twentieth Air Force Wingactivated March 25th 1960 ). After years long discussion by both cities interested parties no agreement was reached between Mayor Godwin & City Councilmember Hansen creating what would eventually become Downtown El Paso de Robles Community Development District Incorporated vowing to work together . In 1959 Mayor Godwin & City Councilmember Hansen met with representatives from other agencies involved with redevelopment such as Public Works Department & Water District to discuss plans for developing downtown area including establishing public restrooms, schools, fire station etcetera which eventually led to establishment date November 2nd 1959 – Historic DowntownElPasoDeRoblesCommunity Development District Incorporation .
