The Elk Grove Coast Guard Station was established in 1961. The station is a successor to the old San Francisco Coast Guard Station, which was located on Market Street in downtown Elk Grove. The old San Francisco Coast Guard Station served as the base for the current coast guard station. The first unit at the new Elk Grove Coast Guard Station was an American World War II surplus naval vessel, HMCS "Lillie B." On May 12, 1961, she became the first ship of her kind ever to be stationed at a coast guard station in California. In 1972, a new harbor buoy was built at the new Elk Grove Coast Guard Station and named USS "Eagle" after the then-current commander of U.S. Naval Forces Pacific Fleet's 7th Fleet Area Commander (now Assistant Chief of Naval Operations for Plans). USS "Eagle" became operational on September 1, 1972 and patrolled California's northern coastline until her decommissioning on October 31, 2003. She is now preserved as a museum ship in Oakland, California. In 1984, another new harbor buoy was built at the new Elk Grove Coast Guard Station and named USS "Canyon" after Commodore John Halsey Jr., Commandant of Maritime Defense Force - Pacific Fleet (MDF-P) during World War II who later served as Commandant of Marine Corps Base Quantico (MCBQ). USS "Canyon" became operational on October 1, 1984 and patrolled California's central coastline until her decommissioning on November 2, 2004. She is now preserved as a museum ship in Irvine Strait off Northern California’s coast line.

Elk Grove is located on the east side of Sacramento and is bordered by Citrus Heights to the north and south, Folsom Lake to the west, and Rancho Cordova to the east. The first white settlement in what is now Elk Grove dates back to 1847. The town was named for John C. Elks, a landowner who donated land for its establishment. The first post office opened in 1851. The city was incorporated on December 12, 1903. It became a state capital in 1911 and has since been designated as one of Southern California's "downtowns." According to the United States Census Bureau, Elk Grove has a total area of , of which is land and (1%) is water.

Elk Grove was founded in 1868 by Colonel George Armstrong Custer as a rancho (farmstead) on the east side of the Sacramento River. The original site of today's Elk Grove is two miles upstream from present-day Sacramento City. Custer purchased 5,000 acres along the riverbank for $10 an acre and named it Elk Grove Ranch after his personal ancestor, General George Armstrong Custer. In 1872, Captain John Sutter discovered gold at Sutter's Mill on the Feather River and began to rush into California with his new discovery. Gold Rush entrepreneurs such as James Irvine brought their families and equipment to Elk Grove in search of rich gold finds. In 1875, Governor Altman approved plans to build a railroad through what are now Elk Grove and Sacramento City. ElkGrove became a town on February 17, 1876 when voters passed a proposition creating it from land donated by General Custer and others. The first post office was established at Elk Grove in 1880, and mail service was extended to Sacramento in 1886. The population of town had reached 10 residents by 1890; however, growth slowed due to drought and competition from other settlements within easy reach of San Francisco Bay Area cities such as Oakland and San Jose. In 1916, the city built its first firehouse; this served as an addition to the existing police station which had been built earlier that same year adjacent to Elks Club House on West University Avenue. In 1922, following passage of state legislation authorizing incorporation of towns outside of Contra Costa County into California government under Chapter 198 Of Laws Of 1922 (the "Tribune Act"), ElkGrove incorporated as a city under Mayor Harry Laughlin’s leadership with a population approaching 200 people living in three wards—Central (east), North (northwest), South (southwest). The city annexed portions of Los Angeles County in 1934 pursuant to state law authorizing annexation if there were no adequate municipal services available within the limits proposed for annexation or if citizens thereof voted thereto en masse. The Great Depression caused many businesses closures throughout California during 1933-1934 including those at Elmira Place & Main Street where most workers were employed as attendants at nearby wineries while their owners struggled financially; but also included much work located away from downtown streetside nightlife venues like Bakersfield’s White Hart Tavern because most employers refused or could not find qualified employees near their workplaces during dark hours commencing about 7pm local time weekdays for fear they would be fired or blacklisted should they participate in any formsof socializing with co-workers outside work hours beyond 8pm during nonpeak periods lest they be considered “unsocial” thereby risking job loss or being subject to discrimination retaliation claims unrelated thereto should they seek relief such as damages/injury awards etc., typical practices then prevailing amongst employers nationally within that industry specifically targeting female employees working overnight shift attendance ONLY part time/on weekends typically SEEKING RELIEF FROM EMPLOYERS NOT TAKING ANY OTHER ACTION AS TO NON-PEAK HOURS WORKER BENEFITS PREVAILING IN THAT INDUSTRY AT THAT TIME ALSO
