In 1957, Marine Corporation merged with American Petroleum Company and became American Petroleum & Chemical Company (APC). APC continued shipping products downriver until it was sold to ChevronTexaco in 1984. The last shipment for APC came downriver in 1987 when they destroyed their former shipyard site due to unsafe conditions under Chevron's ownership.

In 1928, the City Council placed a moratorium on new housing developments because of concerns about traffic congestion. However, this moratorium was lifted in 1929 when it was discovered that developers were planning to build additional homes without following the moratorium. In 1949, the City Council voted to create an airport within Elk Grove. The airport would be known as Elmira Municipal Airport and would serve as a landing and takeoff point for local flights as well as providing storage for planes used by Elmira Municipal Airport Authority
