The first inhabitants of what would become Elk Grove were Native American people who lived in nearby Yuba River Valley before moving westward into present-day Sacramento County in 1828. In 1851, when Rancho San Joaquin was granted to José Castro and others nearpresent-day Elk Grove Village, it became one of three ranchos granted along with Rancho Nevada and Rancho Muir de los Trabajadores. In 1872, following passage of the Homestead Act which gave land ownership to settlers starting from scratch rather than through donation or purchase as had been done previously, many Chinese immigrants began arrive in what would become Elk Grove. The early Chinese residents built small shops and homes along Telegraph Road until they outgrew their space and started building larger compounds in 1898 when an act by then-Governor James Buchanan authorized state highway construction across federal land east ofSacramento city limits. The original Elkhorn Avenue bridge over Sacramento River which opened in 1925 was toll free for motorists entering or leaving downtown Sacramento; however after only a few years traffic congestion developed due to people traveling between downtown Sacramento (where housing developments were burgeoning) and eastern Contra Costa County where much work took place for Kaiser Permanente Hospital then being constructed across town including at what is now Interstate 5 near Capitol Hill . A new bridge was built over Elmhurst Road (now I-5) just west of downtown Elk Grove village giving that area unrestricted access while still allowing vehicular travel between downtown Sacramento (west side), eastern Contra Costa County (north side), Kaiser Permanente Hospital (east side), and other parts of town without having to pay a toll. The old bridge was demolished soon after its opening but photos still exist of drivers crossing I-5 under it during those days
