The Encinitas Air Force Base, located in the southern part of San Diego County, has been a mainstay of the United States military for over sixty years. The air base is home to more than two thousand military personnel and their families as well as various civilian components, such as the Naval Support Activity (NSA) and Parks and Recreation Department. The USAF also operates a number of leased facilities within San Diego County. One of these facilities is the Encinitas Range Extension which opened in 1964. It was designed to provide range support for Project Mercury, an American space program that aimed to send humans into orbit using expendable rockets developed at the Air Force's Wright-Patterson AFB. Today, the range Extension provides a critical launch pad for many USAF missions including launches of missiles from Vandenberg AFB in California; Boeing 737 flights carrying supplies to Kuwait; and numerous air-to-air and ground operations with Lockheed Martin F-16C/D Fighting Falcons and Northrop Grumman E-2C Hawkeye aircraft. In addition to its role as an important launch site for USAF missions, Encinitas Range Extension also hosts other Defense Department agencies' launches including those by NASA's Jet Propulsion Laboratory (JPL), Orbital Sciences Corporation's Cygnus spacecraft,and SpaceX Falcon 9 rockets which have sent back data from Earth satellites during 2013 testing season.
The United States Air Force has a long and proud history of deploying gifts to its service members. For example, during the early days of Watergate, President Richard Nixon’s aides sent gifts to top Justice Department officials including Acting Attorney General Elliot Richardson in an attempt to smooth over relations with Congress. Encinitas, California is a small city in the San Diego County region of Southern California. The population was 17,859 as of the 2010 census. It is located on the eastern edge of La Jolla, about 8 miles (13 km) northeast of Encinitas proper and 11 miles (17 km) southeast of Mission Bay. The area now known as Encinitas was part of Rancho Santa Margarita until 1853 when it was given to Major Joseph Nash by Governor Pio Pico. Nash sold off portions of the rancho to other individuals and businesses over time. In 1916, landowner George Wirth bought 1/2 mile (0.8 km) east of Encinitas from Nash for $1 million cash. He developed what is now called "Wirth's Beach" which became an important commercial center for Encinitas during World War II with shipyards and other industry providing employment for many people. In 1960, after years of planning and fundraising by community activists, a citizens' referendum approved Measure T, which createdEncinitas City Council and established a fire department; both were first in Northern California. The city's motto has been "Equality First." In recent yearsencinitascity has become one of Southern California's fastest-growing areas with new development spreading along arterial streets such as State Route 163 and Interstate 5 North into its rural periphery around Islip Mesa Park and Western Hills Golf Course near Point Loma National Monument

Rancho Santa Margarita was granted February 6, 1846 by Governor Manuel Micheltorena to Antonio Ortiz y Ulloa. On February 1, 1857 United States Army Captain Christopher Cushing established Camp Crane on Nob Hill (now part of University Town), overlooking what is now downtown Encinitas. The area now included within modern-day Encinitas was called Mission Bay until 1861 when it became part of Rancho San Marcos del Norte which then became part of Rancho Coronado Mexican land grant given October 14th 1769 to José Nieto de la Garza and Augustin de Noriega y Herrera from King Carlos III's Nieto family. In 1863 Acting Lieutenant Colonel Edward Hutton ordered an exploratory party led by Private William Waddell overland from El Sobrante into southern San Diego County for scientific purposes only; they did not enter any towns or settlements other than Isleton (now unincorporated). A year later on January 251864 Waddell discovered oil seeps near today's Old Village in Balboa Park and named them "Waldo" after himself but no one else knew that these were actually oil wells drilled by Henry Clay Waldo who had also discovered similar fields at Tehachapi Canyon in Kern County months earlier on September 12th 1863 while serving with Company B Sixth Cavalry Regiment commanded by General George Armstrong Custer under Major General John Sully USAREUR during Abraham Lincoln’s War against Mexico In 1870 private entrepreneur Charles Goodyear leased some 640 acres (2 km²) situated between Rinconada Hills inlet and Red Bluff Creek along Oyster Creek for $100 per acre plus interest payable annually As early as 1889 Goodyear had erected a wharf on Rinconada Harbor () facing Point Loma which he used for storage and export purposes until 1909 when he built his own pier using funds provided him from American Petroleum interests tycoon Day Lewis McCloy . In 1912Goodyear designed and built a new brick building adjacent to his wharf known as Goodyear Tower which still stands today housed within City Hall plaza today dating back to 1912 Today Goodyear Tower hosts various government functions including emergency services operations center during earthquakes tide data gathering station operated out of tower beginning circa 1975
