The city of Encinitas, California is located in the western San Diego County region and has a population of around 139,000. The city was founded by Mexican Americans in 1851 as Rancho San Luis Rey. It became an independent municipality in 1889 and was annexed by the City of San Diego in 1923. The current mayor is Darrell Steinberg and the governing body is the Encinitas City Council. Encinitas started as a small rancho near present-day Vista del Lago. In 1851, Mexican American José Gomez de la Vega purchased land northeast of Encinitas from Antonio Vallejo for $8 per acre. He named his new rancho Los Angeles de Encinitas after his home state of Mexico. By 1870, there were 25 residents living on Los Angeles de Encinitas – 20 Mexicans and 5 Anglo Americans. In 1889, Mayor Manuel Piñon appointed Juana Ortiz to head up economic development within the city limits due to concern that encanto (a local word meaning "encased," "crowned," or "proud") would be taken away from the city if it remained unincorporated territory outside of its jurisdiction. The first steps were made to incorporation when a resolution was passed which created an ordinance creating an organization called the “City Council for Municipal Affairs” with Ortiz as its first presidente (the equivalent today of mayor). On July 2, 1890, following passage of two resolutions approving incorporation proceedings by a 3-2 vote at a meeting held at El Paseo Theater, business operations began with functions such as elections being handled through this new council-level entity rather than individual businesses consulting with piñon individually on mayoral decisions about property issues etc.). On November 15th 1895 Mayor Ortiz resigned effective December 1st due to ill health; John Avila assumed office under new leadership with Ortiz serving only until January 4th 1896 when he too resigned effective February 1st citing personal reasons also unrelated to municipal affairs (Avila had been nominated for mayor but lost out to Oscar Cisneros).
