Encinitas, located in the counties of San Diego and Orange, is an enclave within the city of San Diego. The population was 1,644 at the 2010 census. Encinitas has a rich history dating back to its founding as a small settlement on November 15, 1871 by Rancho Santa Ana Mexican cattle ranchers led by José Gomez. The original town site lay on what is now the eastern edge of present-day Encinitas County and its boundaries extended along present-day Mission Bay and First Street south to what is now Lemon Grove. On December 4, 1875, with assistance from then-Secretary of State John D. Stockton, Mayor Antonio Aguirre organized a meeting at which he proposed that Encinitas be annexed to San Diego Territory. The first post office opened in Encinitas on March 6, 1876 under the name "Tijuana." A second office was established in 1880 under the name "Poway," later changed to "Providence." Mail was transported by horseback over a distance of about two miles (3 kilometers) between these two offices before motor vehicles became available. The first telephone service in California was offered through Western Electric battery switchboards operating in Encinitas on October 25, 1915. On January 1st 1909 Encinitas incorporated as an unincorporated community within San Diego County when it amalgamated with other towns within that county including Agua Dulce and Imperial Beach
