Corral y Castleberry founded a small town called San Lorenzo de la Sierra which he named after his patron saint, Lorenzo de Monterey. In 1852, Captain John Cushing arrived in this area with provisions and built a cabin near what is now known as Civic Center Park in what is now downtown Folsom. This was the beginning of what would become today's Folsom community. In 1855 at a meeting held at A&P Hotel on Main Street in downtown Folsom by members of the Board of Supervisors for Fresno County, it was decided that an incorporated City should be established within our county limits; accordingly, on November 3rd of that year an act was passed by the Legislature providing for incorporation as an independent city under the name "Fresno". On July 1st of 1860 Mayor James Wickersham appointed three trustees to organize and manage affairs until such time as arrangements could be made for a mayor and City Council who should reside in separate buildings east of Market Square until otherwise provided by ordinance or resolution passed by a vote thereof without amendment or dissentient voice being taken; but no such ordinance ever came into effect because there never had been any election authorized pursuant to said resolution save one held September 25th1860 while' demoing saloons west side Broadway & Vine Streets opposite City Hall - result being that Mr James Wickersham became Mayor effective December 15th 1860 notwithstanding no appointment having been made thereto by either party previous thereto ....... This first effort to form an urban center failed because there were not enough residents interested in moving there from rural areas surrounding Fresno County during these early years ....... It wasn't until 1862 when Capt John Cushing donated land east of Market Square which would become Republic Boulevard and northside High School (later Valley View High School) that people started thinking about forming an urban center here ....... In 1865 voters approved Measure M creating four square blocks bounded on three sides by G Street (now Bancroft Way), First Avenue (then Harcourt Road), and Second Avenue; this area would eventually include present-day Downtown Folsom along with much acreage northward including P Street between Union Pacific Railroad tracks remnant today across Interstate 5 near milepost 126
