The original site for Foster City had been selected by members of a select committee formed to choose a new site for San Francisco's central business district. After being recommended by then-Mayor George Hearst and Supervisor John McLaren, FosterCity received its first incorporation vote on December 5th with a majority (51–49) against submitted by much smaller towns such as North Beach and Oakland which wanted to annex into their larger cities.
