American pioneers first discovered oil shale in this area in 1853 and began drilling for oil near present-day Fresno on November 5, 1850 by accident while prospecting with George Armstrong Custer under orders from United States President James K Polk. By 1860, about 20% of all wells drilled in California were within 4 miles (6 km) of Fresno City limits. Over time, however, production dwindled as well as demand for oil because railways replaced ships to transport it to marketplaces outside of North America. This led to increased use of natural gas instead which helped drive up prices for oil products and caused many communities throughout California to lose their autonomy and become part of larger metropolitan areas such as Los Angeles or San Francisco during the late 19th century. In 1902, mayor Lorenzo Thomas proposed annexing parts of Madera County so that it could be used as an agricultural center due to its rich land resources including irrigation canals and irrigated fields stretching into central Nevada and southern Oregon along the Kern River watershed that supplied most of Southern California with water at that time. However, Governor Charles Evans Hughes vetoed the annexation proposal because he did not think that would be beneficial for either party or for the people living eastward along portions of Interstate 5 acrossAlpine Lake which formed much of what is today Fresno County’s eastern edge before becoming incorporated into Modesto County on January 1st 1907
