As part of negotiations for annexation talks that led to Oregon’s admission into the Union as a free state in February 19, 1889, Representative George Wickersham proposed that if “the citizens or inhabitants thereof [in] anywise resist or impede such an Annexation…such persons guilty thereof shall be punished by fine not exceeding five hundred dollars or imprisonment for not more than 6 months” The City Council estimated that it would take $8 million to build streets and public works necessary for annexation; this estimate proved inflated when federal funds became available following World War II. For years downtown merchants lobbied unsuccessfully for passage of legislation authorizing them to collect sales tax on items such as groceries and automobiles imported into their city limits without paying local taxes which totaled $5 million per year statewide at that time. On November 7, 1954 voters passed Measure V asking the City Manager to establish an airport within city limits instead and setting forth specific plans for development including: Intra-city air travel through an airport serving both San Francisco International Airport (SFIA) and Sacramento Municipal Airport (SAC), suburban housing developments stretching from Porterville eastward along Interstate 5 past Modesto before terminating at Lake Isabella westward; vacation rentals complete with swimming pool located just south of downtown; increased freight handling due west towards Marysville where grain elevators have been built since 1951 On October 1st 2015 Mayor Jerry Brown announced plans to close down several blocks bordering I-5 northbound between First Street/I-805 and Sutter Street due new construction developed adjacent thereto providing much needed open space within Downtown Fresno specifically aroundom Kingman Road/Old Town Square redevelopment project which will include multiple hotels acres upon acres containing retail outlets restaurants bars services medical cannabis dispensaries

The Spanish name "Fresno" means " warmed ground." In 1847, General Mariano Vallejo founded Rancho Santiago de las Pulgas y Tejas in what is now Fresno County. Vallejo named his rancho for Frésisco Pico de la Hoz who had served with him in Mexico's War of Independence. President George Washington granted Rancho Santiago de las Pulgas y Tejas to José Castro on November 7, 1849. The rancho covered an area that extended from eastern Kern County into parts of Tulare and Placer Counties. Las Pulgas are an important tribe who occupied most of Fresno County at this time.
In 1851–52, Francisco Anza established Camp Burro(later ranches La Cienega and Newland) near Yosemite National Park to provide grazing for his large herd of cattle and other animals used by Mission Santa Clara del Cobre (Mission Santa Cruz). American soldiers burned down theación San Lorenzo Adobe September 15, 1853 during their campaign against Alta Californiana forces led by Antonio Lopez de Portocarrero at Gavilan Peak (present-day Westridge Drive). Although no one was injured in the fire; it remains one of history's most famous skirmishes within Ulysses S Grant's army outside Yosemite National Park.Hofman et al., 1996. Most notable event during Granges period was nearby Chico skirmish fought May 1794 when US Army troops attempted crossing Chico River near modern day Sierra View High School. Other early ranchers included Wm J Martin who settled around 1865 here
