The United States Navy has a long and rich history in Fresno, California. The city was home to the first U.S. Naval Air Station at El Centro, which opened in 1912 and served as the country's only naval air station outside of North America. The Naval Air Station also hosted the first American-made jet fighter aircraft, the Lockheed P-38 Lightning, in 1945. In 1951, the Naval Air Station was redesignated as Naval Base San Diego after then-Governor Elton John issued a proclamation calling for construction of a base in San Diego County to house all American naval forces stationed in California during Operation Neptune's Spear, the Korean War. With that designation came an increased focus on naval aviation within the city of Fresno and its surrounding rural areas. After The Civil War ended in 1865, all Union warships were withdrawn from service by order of Secretaryof State Andrew Johnson; however, some remained operational until February 1898 when they surrendered at Lausanne Switzerland after suffering heavy losses during a Siege there (Kirkland). As part of World War I (), five submarines operated off Maine under Commander Rufus King (); these boats served primarily as scouting vessels missioned towards German submarines operating inside Norwegian waters (). The history of Fresno begins with early Spanish settlers who arrived in 1821 from Baja California. Juan Bautista Alvarado led this group and named the site San Francisco de la Cruz after Francis Xavier Cámpora, Viceroy of Mexico's New Spain. In 1849, Californios under Mexican General Vicente Guerrero established a provisional capital at what is now downtown Fresno after defeating Mexico's Army at Adobe Walls during the Mexican-American War (1846-48). The new capital was relocated to San Bernardino in 1850 but quickly moved again when Congress passed the Organic Act of 1855 which allocated land east of Trinity River for an agricultural district called Kern County. In 1865, following passage of California Constitution No. 11 which granted voting rights to Anglo Americans residing within California's borders, voters approved Measure H – also known as The Suffrage Amendment – which provided that all male citizens over 21 years old must vote regardless of race or color inside California limits.
