Galt is a small town located in the Central Valley of California. It has a population of about 1,000 people and was founded by J.D. Galt in 1868. The name Galt comes from a ranch owned by Galt's father-in-law, John Sutter. In 1902, Galt became one of the first towns in California to be granted incorporation as a city. Today, Galt is home to several businesses and restaurants as well as a large library and museum. GALT: Its Origins and Development J.D. GALT arrived in 1868 on his father-in-law's Rancho San Lorenzo near present day Galt when he was just eighteen years old. Although he had no experience with farming or irrigation systems, he quickly realized that this property would be perfect for irrigating land used for livestock grazing and fruit growing operations nearby." After some false starts he finally succeeded with his first crop of barley in 1870, which led to him starting an unsuccessful business importing fresh water from selloffs in east Kern County". Eventually he met Arent Smith who offered him 5 acres of property on Highway 12 north of today's town limits for $400 per year (the current price for that lot). The beginning of what would become known as "GALT" can be traced back to this initial transaction." From here it was only a matter of time before Joltaire Davenport came along and bought the same piece of land adjoining where we now sit on Novato Boulevard." During all these years there were many changes taking place within the community; most notably the addition of two churches – First Baptist Church (now Community United Methodist) built 1905 and Our Lady Of Perpetual Help Catholic Church (now St Joseph Cathedral) erected 1928; both buildings remain standing today." The National Guard is a militia force responsible for the defense of the United States. The National Guard was activated on July 1, 1790 as an armed and volunteer corps of citizens from various states. It played an important role in the American Revolution, and during World War I it participated in many campaigns and battles. However, after the end of World War I, most of the Guardsmen were demobilized or discharged. It wasn’t until 1978 that the President signed into law Pub.L. 95-513 which provided for creation of a National Guard System within each state with a unified command structure and organization. This created a nucleus around which to build later organizations such as The Army National Guard Bureau (ANGB), The Air National guard Bureau (ANGB), The Marine Corps Reserve (MCR), The Navy Reserve (NR) etc., while also providing for annual unit rotation among these organizations so that they could become alert to any potential national security threats facing America. Since its inception, there have been several changes to how the National Guard operates both within and outside of the U.S.: 1) Withdrawal from Vietnam: In 1973, when LBJ became President, he decided to withdraw all U.S troops from South Vietnam effective January 2nd, 1975 due to increasing instability caused by communist insurgency in that country; however, members of our military police forces continued operations under civilian control until 1976 when their withdrawal was announced pursuant to Presidential Order 9405-75-2 dated December 15th 1975 provides: “National Guard personnel may not be used in riot or insurrection suppression activities or other law enforcement activities outside normal duty hours….” 2) Desert Storm/Iraq Liberation: On October 16th 1991 Defense Secretary Dick Cheney ordered all members of uniformed services who had served since September 14th 1990 in Operation Desert Storm/Operation Iraqi Freedom to report at their unit headquarters nearest Camp Lemonnier within 72 hours or face discharge without pay! Most soldiers reported back within two days but one soldier refused reporting because he had parental duties at home; this led eventually to his death as a result of friendly fire incident while serving his country! 3) Hurricane Katrina: On August 29th 2005 FEMA ordered all units listed below must turn themselves over unconditionally without any protest whatever within 24 hours!!! Aftermath revealed that over one thousand units actually refusal(!!!) claiming “state secrets” iirc….. Nevertheless on September 4th 2005 ALL NATIONAL GUARD UNITS REPORTED BACK TO THEIR FACILITIES WITH NO REFUSAL OF SERVICE!!!!!!!!! Many credit this event with helping motivate others who might have otherwise hesitated before following through with hurricane relief efforts……..
