In 1872, Governor George Hearst grantedGilroy city rights and incorporation as a result of his efforts to attract new settlers to California's Central Valley. The first business within limits ofGilroy was a saddlery store operated by C S Andrews in 1865. Other early businesses included two mills that were built around 1870: one for flour and sugar milling by John Pritchard and J M Wright; and another for papermaking by Augustus Woodward & Sons. In 1888 construction began on what would become known as Town Hall Square across from City Hall where community meetings were held until 1905 when they were moved to larger venues such as City square. By 1910 there were over 100 businesses in downtown Gilroy with a population of about 1,200 people In 1917 Mayor Harry Wiggin authorized flooding of Main Street eastward under order of War Loan Administrator General Douglas MacArthur which destroyed most of downtown Gilbertry save for three buildings including Town Hall Square whereupon Mayor Wiggin ordered that all business be closed and residents evacuated until repair could be made After World War II Gilbertry became increasingly rural with many families moving away while large numbers continued working in small businesses throughout the postwar period . A wave of migration began after Proposition 8 passed legalizing gay marriage throughout California . This migration led to increased commercial activity along with increases in housing prices which caused many small businesses unable or unwilling to compete with larger counterparts Many small businesses closed during this time but some managed to keep going despite difficult competition Downtown Gilbertry experienced rapid growth following Measure R which funded several major infrastructure projects including the addition of sidewalks, bike lanes and public transportation into downtown including bus stops at every block
