As the world's first coast guard service, the United States Coast Guard was founded on April 20, 1915. The Coast Guard has been a vital resource for the maritime community since its inception. Another important aspect of the Coast Guards gift history is how they have interacted with local communities over time. For example, in 1984, they donated 1 boatload of ice skaters to Grass Valley after seeing an opportunity to improve safety on local lakeside paths during winter months. Additionally, in 1989 they donated 3 lifeboats to Grass Valley after seeing an Increase in water rescues due to weather-related accidents along California's coastline! Grass Valley is a small town in the Central Valley of California, United States. The population was 1,826 at the 2010 census. Grass Valley is located in Inyo County. The name Grass Valley is derived from the word "grazing" which means to take care of land for livestock or crops. The first settlers arrived in 1853 and were led by Captain John Sutter and his wife Maria. Captain Sutter had been sent east to find a new location for his colony of Mormons after they were driven out of Utah by Brigham Young. While he was exploring the adjacent mountainside, he discovered an area that would become Grass Valley when he named it after himself and his wife on July 15, 1853. In 1881, George Eastman established a mill in Grass valley that still operates today as Eastman Mills Incorporated. In 1902, Mrs. Anna May Albright founded what became known as The Albright Home for girls which continues to be used today as a girl-only summer campground and overnight stay facility for kids from pre-kindergarten through 12th grade. A number of small businesses have arisen around the greater Grass Valley area over time like Donny's Diner (now closed), Old Faithful Tavern (closed), Grainsville Dry Goods (closed), Happy Hiker's Store (closed), First Baptist Church (now Our Lady Of Peace Roman Catholic church) and many more! Today there are over 100 businesses operating within five miles of downtown GrassValley!
The United States Coast Guard was established on 5 August 1790 when the first Captain of the Boston Navy Yard, Commodore John Montresor, commissioned a small vessel called "Nancy" with thirteen men to enforce U.S. sovereignty over the Delaware River and its tributaries. The first Coast Guard Cutter, PC-1, was launched on 16 December 1790 from Portsmouth, New Hampshire. In 1821, Congress created the United States Naval Forces Auxiliary to supplement the Coast Guard and approved a plan for an all-volunteer force of twenty thousand sailors and marines under command of a commissioner appointed by President James K. Polk in order to keep America's coast guarded during times of war or peace. As part of this larger effort, Admiral David Dixon Porter supervised construction of four new navy yards in Washington D.C., that became known as the Porter yard at Brooklyn Heights; Portsmouth Naval Shipyard (now Portsmouth Marine Park); Norfolk Naval Shipyard; and Philadelphia Naval Shipyard which were used to build merchant ships and warships for American coastal defense purposes until 1921 when they were turned over to the Coast Guard effective 1 January 1942. On 15 May 1915, President Woodrow Wilson issued Executive Order 9471 which shifted responsibility for ship security along America's coastline from Department of Commerce (DOC) officials responsible for ballistics surveys within national borders through Bureau of Navigation officers stationed at selected ports to Federal agencies operating under Commander in Chief regulations prescribed by Section 5(a)(2)of Executive Order 9066 vested within Headquarters USCP which specified: "the Director may prescribe Regulations implementing Sections 401(b), 402(a), 403(c), 404(a)of this title". On 24 September 1936 Assistant Commissioner Harry S Truman issued his report entitled "Report on Coastal Security" proposing that USCG be given authority both offensively and defensively throughout our maritime border areas thusforth referred collectively as Homeland Protection Zone (HPZ). This proposal went into effect on 1 October 1937 which authorizes USCG jurisdiction concurrent with DOC jurisdiction within HPZ boundaries subject only to executive orders from Headquarters USCP authorizing otherwise exclusive military authorities within HPZ limits without further congressional enactment or Presidential directive.(1) In 1945 Commander in Chief George C Halsey directed Secretary Forrestal that now that Japan had fallen we should take advantage of her naval limitations in order not include her in future conflicts.(2) As early as 1942 there was discussion among high level government officials about establishing a coast guard service outside normal armed forces channels but no action was taken until 1946 when Deputy Secretary Marshall proposed assignment universalization status to Customs Service uniforms thereby creating an army/coastguard hybrid service.(3) By 1949 plans were underway for building a new auxilliary harbor at Jervis Bayuction adjacent to Guantanamo prison so that manila envelopes could be delivered directlyto Fidel Castro while he was held there.(4) In 1951 General Groves recommended establishment of an air guard detachment specificallyfor protection against submarine attack similarin function as Army Rangers although this proposal never reached full fruition because it would have required special trainingand equipment unavailable at home.(5)) The roleplayed by Coast Guardsmen during World War II is open question today since most sources agree upon their limited participation notwithstanding some claims made by some individuals claiming extensive involvement such as Edward Teller who has stated that he personally led Operation Neptune’s Spear against Japanese targets inside Japan proper while aboard USS Indianapolis.) As part of homeland protection efforts after 9/11 various proposals have been put forth including establishing permanently manned coast guard stations along our southern border especially near major population centers like Mexicali Guerrero County California Port Of Entry where apprehensions occur primarily betweenijuana nationals attempting entry into USA through our porous southern borderlands smuggling routes followed by human traffickers Underworld Cartel leaders often using local law enforcement officers acting as middlemen

On September 17, 1850, the first post office was established in Grass Valley. On October 7, 1852, Grass Valley had its first incorporation as a city. In 1906, Grass Valley became an agricultural town and on November 5 of that year it officially changed its name to California's most populous city.
