Grover Beach is a small town in San Diego County, California. It is located on the Pacific Ocean, about 12 miles south of downtown San Diego and 8 miles east of Grover Beach State Park. The population was 5,558 at the 2010 census. The first people to live in Grover Beach were the indigenous Ladera Indians who lived along the coast for overlooking both the ocean and their own village near present-day Topanga Canyon Boulevard. They may have arrived as early as 10,000 BC. In 1884, Commodore George Dewey landed at Grover Beach on his way from Panama to study Spanish ships sailing through Baja California. He was so impressed by what he saw that he named it after him – Grover Beach honors Commodore George Dewey (1797-1881). In 1916, Grover Beach became an incorporated city with a population of 20 citizens under Mayor John A. Sheehan Sr.. By 1938, when figures started being compiled for the current city limits, Grover had reached its peak with a population of 100 residents; however this number decreased over time due to incorporation into other cities and towns within San Diego County until its annexation by San Diego in 1959. On July 17th of that year, during America's Cup Race off Point Conception against Britain’s HMS Hermes led by Captain David Farragut Jr., Grover beach played host to one of history’s largest crowd scenes when more than 20 thousand people turned out for the race which took place just two blocks from shoreline on a long gravel spit known locally as “the Cliffwalk” which spanned almost half mile wide at high tide and could accommodate up to 40000 spectators! The town then experienced an influx of tourists who Would come down “The Cliffwalk” during low tide where they could purchase souvenirs including postcards or clam chowder before going back up ontoshore again for lunch or dinner at local businesses such as Mrs Kapp's Crab House (now known as Lobster House), Scenic Drive-in Theatre (now closed), The Grapes Inn & Restaurant (closed) and many others throughout those years leading up until commercial development began around 1966 when Interstate 8 became available nearby making it easy access from nearly anywhere in Southern California. Development continued until 1978 when Harbor Freight moved their operations ashore across I-8 from Kearny Mesa making all but one business owner(the last being Seafood Unlimited) redundant since they were now unable to participate in passenger car services coming into town anymore without paying higher toll rates set by Harbor Freight! After years of operation decline precipitated by competition from larger trucking companies ferry service increased beginning in 1984 with daily morning departures departing each side harbor opening up new areas adjacent to towncenter adding much needed retail space while also accommodating light industrial and residential uses northeast along I-8 becoming known today as Old Towngrove Shopping Center although most activities take place off ramp next door maybe seen upon entering recently renovated plaza adjoining old wharf dating back prior to 1886 when first documented
