The Grover Beach Naval Shipyard was established in 1922 as the first naval shipyard in the Los Angeles Bay Area. The yard produced submarines, warships and other military vessels. In 1957, the U.S. military decided to convert some of the Navy's older ships into museum ships. At that time, Grover Beach became one of the few yards in California that could produce these type of ships. In 1978, GrbcldeBayNavy converted two decommissioned Destroyer Escorts (DEs) into museums and named them USS Constitution and USS Constitution Museum. These two museums are open daily to the public for tours starting at 9am PDT/12pm EDT except holidays which are closed by posted notice. Admission is free for both days with a valid ID card or vehicle registration number from either the City of Grover Beach or any participating city or county government office. There are also several exhibits inside each ship that explain its history and why it was built at GrbcldeBayNavy. -USS Constitution Museum: This museum is located on deck 2 of destroyer escort DE-194 which was launched on October 20th, 1978 and ended up being renamed USS Constitution on November 5th, 1978 after America's first national anthem “the Star-Spangled Banner” had been played over US soil for just over three decades when it arrived at GrbcldeBayNavy dockyards following her conversion into a museum ship -USS Constitution Museum: This museum is located on deck 3 of destroyer escort DE-194 which was launched on October 20th, 1978 On July 15th, 1984 during Operation Just Cause against Nicaragua General Anastasio Somoza announced his country would be withdrawing from Central America due to economic problems caused by United States assistance programs there since President Reagan took office less than a year earlier In September 1984 an agreement was reached between US congressman Dana Rohrabacher (R – CA) who chairs Foreign Affairs Subcommittee on Western Hemisphere Affairs under House majority chairwoman Nancy Pelosi (D – CA) and then–Secretaryof State George Shultz whereby Shultz would provide Annapolis Naval Academy graduate LtCol James Wuerfel with control over Nicaraguan weapons purchases through his newly formed Contra procurement program also known as Project Eagles Nest until such time as congressional action could be taken authorizing fullblown USA involvement in this aid program known as White Boycott
