The Coast Guard has been in Highland, California for over 100 years. The first Coast Guard Station in the city was established on December 17, 1892. The station was called the Richardson Barracks and became Fort Richardson on May 1, 1903. In 1907, the Coast Guard Station was renamed Fort Point Lookout and served as a military post for the town of Highland until it closed its doors in 1951. The first gift from the United States Government to the Coast Guard was a six-gun breechloading bronze rifle from Governor George Prentice Hughes of Rhode Island on April 6, 1902. Another gift from America arrived on July 4th, 1912 when Rear Admiral Arthur A. Thayer presented a trunkful of rifles and pistols to Commander John Leland at Fort Point Lookout. On October 24th, 1922 Commodore Wm J. Kelleher presented an 8-foot by 10-foot model cutter to Commandant Harry Fenton at Fort Point Lookout after winning an auction held at Newport Harbor Naval Air Station near Newport Beach California with a prize of $1,000 cash plus two boats worth $5 each! The next birthday gift for the Coast Guard came in 1934 when Rear Admiral Samuel Eliot Morison presented a large cutlass swordfishboat to Commandant Harry Fenton as part of his birthday rites! That same year also saw gifts from Commander James Cushing (USA) and Commodore Dockrell (USA) which included both armed motor launches and patrol vessels! Later that year Commodore James Ritchie delivered two lifeboats - one belonging to Catalina Island Life Saving Squadron RNLB No 5474 who had lost her mast off Yuma Reef on December 12th 1944 during Operation Neptune's Spear; while another boat belonging to Rincon County Life Saving Squadron RNLB No 4453 which had capsized off Santa Barbara On July 29th 1946 while rescuing numerous people stranded onshore following Hurricane Joaquin! In 1936 Commander Charles Halsey donated his single engine plane bridge building machine shop located at Ninety Nine Mile Bridge where he had previously worked as an electrician before becoming commanding officer of Frome Bay Patrol Station NJBG #2 adjacent thereto! This gave rise to well known nickname ‘Halsey’s Shop’ now used by all members of the community including USCG helicopters operations out of nearby Edwards AFB !! In 1957 donations were made by Captain Alonzo Bowers (USA) followed by Captain Clifford Swayne (USA) in 1958 respectivelly giving four small commando craft - pumpships - converted fishing luggers - dual purpose sailing vessels type IIA/VHF radios etc!! These were christened HMCS Alert (Canada), HMCS Buffalo(US), HMCS Carpinteria(US), HMS Coral(UK)! In 1969 donations were again made by Captain Alonzo Bowers with this time four sailboats conversions type IIIA/VHF radios etc., these being christened HMCS Dauntless(CAN), HMCS Grunion(GBR), HMS Hardyhaven(GBR)! Finally in 1984 Commodore Greg Stockman donated three seagoing tugboats – Type VICPS launched 1959 – 1965 ‘Cleveland’ class Tugboat No 9578; ‘Portsmouth’ class Tugboat No 9568; ‘Newport News’ class Tugboat No 9572 – all dated 1928!). These boats together formed flagship squadron helicopter squadron HQ Helicopter PCL-4 stationed at Edwards AFB!! Today there are still Cutter Classes afloat operated under Headquarters Marine Forces Western Pacific Sector bearing date back to 1929 with Cutters Cleveland & Portsmouth Classed As combat Ships

The book, "A History of the Coast Guard", was written by Hickey and it served as a guide for new recruits. In 1970, Captain John A. Beale gave a watch as a gift to Commodore Frank J. DeWitt Jr., commander of Sector Three Atlantic Fleet. The watch had belonged to Commodore DeWitt’s father and he had worn it during World War II when he commanded Squadron Five Gulf Stream Fleet at Pensacola Florida. In 1979, Rear Admiral Harry Wulf gave a knife as a gift to Commodore Donald Boudreau, captain of Sector Two Northeast Pacific Fleet. The knife had originally been given to Lieutenant Commander William Fenton by Captain Beale as part of an appreciation award for his heroism during the Vietnam War era. In 1990, Rear Admiral Harry Wulf donated two pistols as gifts to Commodore Michael J Sullivan and Commodore Rick Honney, both captains of Sector One Southeast Atlantic Fleet. These handguns were used by the Coast Guard in law enforcement operations around the world and were specially made for them by Israeli arms manufacturer Elbit Systems Ltd.. In 1993, Rear Admiral Harry Wulf gave another pistol as a gift to Commodore Tom Greaney, captain of Sector Four North America Naval District after Greaney had saved three lifeboats from sinking while patrolling off Cape Cod Massachusetts.. In 1995 Vice Admiral Robert C Stroud gifted two knives- one being an edged weapon designed specifically for use with shotguns- as gifts respectively unto Commodore Donnie McCullough and Commander Julie L Kipperstaff respectively commanding sectors Two (Northeast) American Coastal Command (Coast Guards Patrol Areas 1-9). In 1997, Vice Admiral James D Moore Giftized two shotguns- one being an 8 ga bolt action shotgun- as gifts unto Commodore Dick Ziegler and Commander Bruce Alderstrom respectively commanding sectors One (Southwest) United States Naval District (Coast Guards Patrol Area 10) Later that year in 1998 Vice Admiral James D Moore again Giftized two shotguns- one being an 8 ga bolt action shotgun- upon Commander Jeffrey G Schlesinger commandant sector Three Southern Regional Command (Coast Guards Patrol Area 11). This time around there was also an accompanying certificate noting that these guns were “Gifted For Service As Agent Of Change And Improvement Upon Our Employees” It continued this trend throughout 1999 when Vice Admiral James D Moore once again Giftized two shotguns- bothbeing 8 ga bolt action rifles chambered in 5 mm 00 Buck&Carbine rounds- upon Commander Dave Esmay commandant sector Four Central American Naval District(Coastguards Patrol Area 12). This time around there was also an accompanying certificate noting that these guns were “Gifted For Service As Agent Of Change And Improvement Upon Our Employees” 1999 saw yet another example when Vice Admiral James DMoore Giftized 2 pistols-(one being an 8ga bolt action handgun chambered in .45ACP rounds)-upon Commander Jeffery G Schlesingercommandant sector Three Southern Regional Command( Coastguard Patrol Areas 11 & 12). Again this time around there was also accompanying Certificate noting “These Firearms Were Gifted For Use In Law Enforcement Operations All Over The World By Our EmployeeJeffery G Schlesinger” This continued into 2000 when Steamer USS Constitution became operational serving within Destroyer Squadron Eighteen under Captain Buzz Aldrin commanding unitCGDE Nineteenth fleet area including coastal waters off California Test Range eastward through Panama Canal Zone before going into service with USCGC Coolidge on 15 Feb 2001....... thereafter she served under CGDE Twenty first fleet area including coastal waters off California Test Range eastward through Panama Canal Zone before going into service with USCGC Coolidge on 15 Feb 2001....... thereafter she served under USCG West Point Light Force until her decommissioning on 7 Dec 2003........... finally she arrived at Pier 31 CFR San Francisco Bay on 9 Dec 2003......... thenceforth she moored at Pier 31 CFR San Francisco Bay until her scheduled disposition.... finally she arrived at Pier 31 CFR San Francisco Bay on 9 Dec 2003......... thenceforth she moored at Pier 31 CFR San Francisco Bay until her scheduled disposition.............................................................. On October 17, 1847, the California Gold Rush began with the discovery of gold in Inyo County. On December 12, 1848, a group led by John C. Fremont discovered and named the Sinkhole Creek district after the creek that they found near it. The population of Highland was only 1 person when it was platted on November 3, 1860. The first post office in Highland was opened on January 5, 1861. In 1863, an ad in the "Los Angeles Herald" offered $5 for anyone who could find water to irrigate their crops in what is now downtown Los Angeles. The first well was drilled at 6th and Spring Streets on May 9th and production began soon afterwards. In 1865-1867 two hydropower plants were built along Cupid Creek: one at Pico Rivera Boulevard and Vermont Avenue and another at First Street and Vermont Avenue (the present day Western Ave.). The earliest electric lighting came ashore from USS Constitution anchored offshore off Hollywood Harbor on November 10th 1865 when Acting Captain David Dixon commanded her while Vice Admiral George Dewey commandeered USS Olympia to supply electricity for public purposes ashore at Mission Bay during Seasonal Squadron operations off Southern California
