Highland, California is a small town in San Diego County, California. It is located on the border of Otay Mesa and Poway. The population was 7,844 at the 2010 census. Highland is one of two towns in San Diego County that are not incorporated as municipalities. The other town is Santee Valley. The name "Highland" likely comes from the fact that it sits atop a high ridge above coastal areas to the east and west of it. Rancho Cucamonga had land grant for 300 families in 1853 but no residents lived there until 1886 when A.C. Hagedorn annexing Rancho Santa Fe gave rise to Highland, which then changed hands several times before becoming part of San Diego County in 1912. According to the United States Census Bureau, the town has a total area of , all of it land. As of the census of 2000, there were 6,611 people, 2,859 households, and 1,794 families residing in the town. The population density was 554 people per square mile (220/km²). There were 3,059 housing units at an average density of 264 per square mile (101/km²). The racial makeup of the town was 96% White; 0% African American; 0% Native American; 0% Asian; 1% Pacific Islander; 1% from other races; and 2% from two or more races. Highland, California has a rich history dating back to the early 1800s. The area now known as Highland was part of Rancho San Francisco de Asís, one of Spanish California's original ranchos. The first Europeans to visit this area were the Juan Bautista de Anza Expedition in 1828. In 1846, the United States acquired Rancho Santa Clara from Spain for $10,000. This grant extended from present-day Fremont County northward to within the Los Angeles city limits and eastward to Geary Boulevard in downtown LA. In 1850, gold was discovered onshore at Saugus (now Berkeley), and development along the oceanfront began. By 1861, settlers had built over 100 homes on what is now Highland Avenue between Telegraph Road and King Street in Downtown San Francisco. The discovery of oil offshore in 1939 led to increased production onshore and offroad trucking throughout much of Northern California during World War II. Because most of these workers were located near Highway 101 in Northern California's Central Valley, many Highland residents participated actively in this wartime economy by helping build roads and bridges necessary for shipping goods inland during cross-country fuel shortages caused by Japanese bombing raids targeting coastal cities such as Oakland and Stockton. In 1957, after years of discussion among government officials and industry representatives about whether or not Highland should become an incorporated municipality, voters overwhelmingly approved incorporation with a population of 2,500 people per square mile (800 per km²). The incorporation provided local government services such as fire protection; zoning control; water fluoridation; trash collection; street maintenance; public education; ambulance service; land use planning;and library support functions through its elected board OF PUBLIC HALL MUNICIPALITY (BPHM).
